Role Overview
(SWROCU) is looking for a Finance and Office Manager to provide financial, administrative, and facilities support to the regional collaboration’s covert teams.
The role profile for this vacancy is currently under review, the role is intended to be fixed and will predominately operate out of a work location.
You will oversee financial management and office operations, ensuring compliance with internal governance while supporting covert activities. Strong interpersonal skills are essential, with the ability to engage and influence a wide range of external stakeholders, often within a sensitive and covert environment. You will bring creativity and sound judgment to resolving complex financial issues where guidance may be limited, while ensuring processes remain compliant with regulatory scrutiny. The role requires resilience and professionalism in operating within a partially covert setting, alongside advanced proficiency in Microsoft Office applications, particularly Word, Excel, Outlook, and SharePoint.
About Us
SWROCU is a collaboration of police officers and police staff from the five South West regional forces. We’re part of a national network of nine ROCUs covering England and Wales.
We have more than 20 capabilities that staff and officers work in to Pursue offenders, Protect and Prepare individuals and organisations, and Prevent people from engaging in serious and organised crime.
Our capabilities are here to advise, to assist, or to fully adopt investigations.
We work with local forces and national partners to target and disrupt criminals posing the greatest risk of Serious and Organised Criminality (SOC). This includes offenders involved in cyber threats, economic crime, drug conspiracies, modern slavery and human trafficking, and child sexual abuse and exploitation.

Essential Skills, Experience and Qualifications Required
- Experience in the role of accounting technician, with strong accounting skills (or appropriate qualification of AAT or equivalent)
- Wide-ranging knowledge of financial/accounting administrative practices, particularly budgetary monitoring
- Ability to monitor and control a budget, with substantial ability to influence expenditure through recommendations on purchases of, for example, premises or equipment.
- Ability to manage and monitor a complex array of financial data, as well as preparing and presenting this data at regular strategic meetings
- Ability to interact effectively with a diverse range of external contacts, and to exercise substantial influencing to achieve results in a covert environment.
- Ability to address and resolve a range of complex financial issues, often requiring creativity in developing appropriate solutions in a covert environment where no direct guidance or precedent may be available
- Ability to oversee processes which are potentially subject to substantial external and regulatory scrutiny.
- Ability to operate partly in a covert environment, and to deal with the emotional and practical challenges associated with specialist covert knowledge.
- Demonstrable ability to use all aspects of MS Office, especially Word, Excel Outlook and SharePoint.

Vetting and Safeguarding
This post is subject to a higher security clearance at MV and SC – Management Vetting and Security Clearance Level.
To be eligible to apply for this role you must have a five-year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last five years.

Police Barred and Advisory Lists
Individuals placed on the Police Barred and Advisory lists will not be considered for employment by the police for a minimum of five years from the date of listing in the case of gross misconduct, or three years from the date of listing in the case of poor performance.
