Finance Business Partner (Strategic Finance Function)
Location
Primary locations: Birmingham, Cardiff, Edinburgh, Exeter, Ipswich, Leeds, Manchester, Newcastle, Nottingham
Croydon and Stratford are only available to existing employees of the Insolvency Service.
About the Role
The Insolvency Service is a leading government agency pivotal to maintaining market functionality and economic stability by offering essential financial support to individuals and businesses in difficulties.
This is an exciting opportunity for qualified or final-year part-qualified accountants to join as a Finance Business Partner (FBP) within the Strategic Finance Function of the Finance and Commercial Operating Group.
In this high-impact role, you will:
- Support the financial health, planning, and oversight of the Insolvency Service.
- Provide dedicated financial backing to key projects and initiatives.
- Collaborate closely with senior leaders and stakeholders to deliver impactful decision-making.

Job Overview
This role blends core finance business partnering with project accounting, business case support, and investment appraisal. Your contributions will offer critical financial analysis, ensuring robust decision-making and service delivery.
Primary Help
- Monitor and assess financial health and performance.
- Develop and refine financial plans, forecasts, and budgets.
- Guide strategic decision-making and project governance.
- Ensure alignment with financial regulations and compliance standards.
Working within Finance Business Partnering teams, you’ll collaborate with Cost Centre Managers and wider financial teams.

- Serve as the primary financial contact for directors and senior stakeholders.
- Build trusted relationships across operational groups and drive collaborative outcomes.
- Provide evidence-based financial advice and constructive insights.
- Support strategic discussions with senior leadership.

Budgeting, Finance Planning & Forecasting
- Lead annual budgeting and multi-year forecasting processes for assigned areas.
- Analyze financial data to identify opportunities and risks, producing actionable recommendations.
- Develop accompanied reports on insights, aligned with stakeholder expectations.
- Proactively manage financial health checks and compliance checks.
Project Accounting & Business Cases
- Offer financial support to projects and change initiatives with rigorous oversight.
- Support business case development & assessment, leveraging Green Book methodology.
- Assess the multi-year financial impacts of projects (accounting for IFRS16, capitalization).
- Track project expenditure and align costs to approved budgets.
- Contribute financial input to project governance processes.
Financial Control & Compliance
- Ensure compliance with regulatory standards (e.g., IFRS, FReM)...
- Maintain robust accounting practices and forecasting reviews.
- Facilitate audit participation (internal and external).
- Advise stakeholders on accounting treatment, VAT, and intricate transactions.
Financial Reporting & Transparency
- Monitor budget adherence (both operational and project activity).
- Oversee month-end-review processes, variant analysis and transparent communication.
- Provide consolidated reporting to central finance teams.
Line Management (may apply to certain roles)
- Supervise a Cost Centre Manager (Grades HEO).
- Nurture their development, performance oversight, and financial governance.

Requirements
Essential Criteria
- Accountancy Qualification: Full or final-level membership of a CCAB Institute (ACCA, CIMA) or equivalent.
- Strategic & Project Accounting Experience.
- Autonomous working capability.
- Proficiency in Excel (training opportunities available if needed).

- Strong interpersonal skills and relationship-building abilities.
