Finance Manager
Cabinet Office – Business Partner (Finance)

Job Summary
The Cabinet Office supports the Prime Minister and the Cabinet in delivering the government’s manifesto commitments and objectives. As a "corporate centre" and policy department, the Cabinet Office:
- Challenges, supports, and leads across government
- Provides critical services to Ministerial Departments
Cabinet Office Finance oversees:
- Financial planning and performance reporting
- In-year financial management
- Financial accounting
- Management of Parliamentary Supply
- Annual accounts preparation
This finance function operates within the CFO Directorate, a multidisciplinary team led by the Cabinet Office Chief Financial Officer.

As a Business Partner, your work will bridge finance and business units, requiring you to:

- Technical & influencing skills – Provide advice, challenge, and scrutiny to senior colleagues
- Budget expertise – Ensure budgets are well constructed, managed, and monitored
- Strategic support – Assist in developing business cases and plans to:
- Improve performance
- Reduce risk
- EnhANCE value for money

Core Duties
- Develop deep knowledge of business areas, their needs, and priorities
- Remit analysis for decision-making and benchmarking to:
- Highlight opportunities
- Drive value
- Challenge forecasts and distil financial data for:
- Senior management reports
- Board-level presentations
- Provide accounting advice aligned with:
- IFRS (International Financial Reporting Standards)
- UK Central Government Accounting Rules
Additional Equires
- Advise & train non-finance staff on:
- Interpretation of financial processes
- Compliance with corporate requirements
- Oversee month-end reporting to ensure:
- Accurate reporting adjustments
- Certification of general ledger compliance
Other Key Activities
- Develop ad-hoc financial analyses for:
- Fiscal events
- Annual business planning cycles
- Support National Audit Office audits by providing evidence
- Corporate finance responsibilities:
- Contribute to main and supplementary Estimates
- Support structural data accuracy and reporting
- Act as a key liaison between Finance and business units
This flexible role may include additional responsibilities as determined by role and grade requirements.

Key Requirements
Essential Skills / Experience
- Budget expertise in:
- Planning, forecasting, and risk identification
- Problem-solving across a variety of financial issues
- Communication & influence skills:
- Engaging effectively with multidisciplinary teams
- Stakeholder credibility: Ability to influence senior decision-making
- Technical accounting acumen with proven execution of:
- Wide financial disciplines and methodologies
- Excel proficiency:
- Strong data analysis capabilities
- Clear insight into organisational and analytical applications
Desirable Skills / Experience
- Basic knowledge of UK government finance mechanics
- Recognized qualification as a member or fellow of the CCAB (e.g., CPA, ACCA) or equivalent
Flexible Working
The Cabinet Office policy is that at least 60% of your working time must be spent at your principal workplace. Some roles may require up to 100% attendance depending on function and business needs.
