Finance Project Manager
Senior Project Manager (Finance Projects) – Permanent Full-Time Role
Location: City Hall, Leicester Region: Central Contract: Full Time / 37 Hours Per Week / Permanent Salary: GBP 42,839 – GBP 46,142 per annum Total Benefit Value (including pension + holiday entitlement): GBP 62,918.92
About the Role
We’re seeking an experienced and motivated Project Manager to join our Finance Projects Team within Corporate Finance at Leicester City Council. This is a hybrid role, allowing flexibility to work from home alongside regular attendance at City Hall.
You’ll play a central leadership role in delivering transformation projects, finance systems improvements, and service redesign activities across the organisation. Working closely with stakeholders, external suppliers, and delivery partners, you’ll drive business change and operational transformation to support key Council priorities, ensuring projects deliver measurable benefits and outcomes.

Key Responsibilities
In this high-impact role, you will:
Project Delivery & Leadership
- Lead and deliver a portfolio of complex projects spanning finance systems, business change, and operational transformation
- Overseer project delivery, ensuring alignment to agreed timeframes, budgets, and quality standards
- Manage project staff, external suppliers, and delivery partners, providing strong operational leadership
- Develop project schedules, governance structures, and reporting mechanisms
- Actively manage risks, issues, and dependencies throughout the project lifecycle

Stakeholder Engagement & Change Management
- Work closely with senior managers and business leads to gather requirements, facilitate workshops, and develop options appraisals and business cases
- Present progress updates, recommendations, and project information to boards, steering groups, and senior management
- Support teams through organisation-wide change, fostering buy-in and ensuring stakeholder satisfaction
Continuous Improvement & Team Development
- Contribute to strengthening project management practices across Corporate Finance
- Strengthen delivery capability within the Finance Projects Team
Essential & Desirable Qualifications
Required
- Proven experience managing and delivering complex, multi-workstream projects
- Strong leadership skills, with experience in leading, developing, and motivating teams
- Business change, systems implementation, or transformation experience
- Strong analytical and problem-solving abilities
- Excellent communication and stakeholder management skills
- Ability to prioritise, manage competing demands, and deliver under pressure
- Experience in developing business cases, options appraisals, and project plans
- Project management qualification (e.g., PRINCE2, Agile, or equivalent) +or significant relevant experience
- Proficiency in ICT tools, including Microsoft Office and collaboration platforms

Desirable
- Experience working with finance systems, ERP solutions, or in local government
- Familiarity with agile, waterfall, or hybrid project methodologies
