Role Overview

Contract Type: Permanent Hours: 37.5 per week Salary: Circa £83,000 (depending on experience) WFH Policy: Employees required to attend the office 2 days per week Flexible Working: Subject to line manager discretion; options include compressed 9-day fortnight

Reports To: Head of Finance


At a Glance: The Finance Systems Manager at LCCC plays a pivotal role by ensuring the finance function leverages the appropriate technology, automation, and audit-ready processes to support Britain’s Net Zero energy programmes.

As a bridge between Finance & Procurement and LCCC’s Technology Hub, you’ll spearhead finance technology requirements, drive ERP modernisation, champion data-driven process transformations, and guide AI adoption across finance.

This role demands a blend of financial expertise, technical acumen, and influential stakeholder management, engaging with finance teams, IT, vendors, and scheme operations partners.


Key Responsibilities

Team Leadership & Development

  • Line manage the Finance Process Specialist and future finance roles, ensuring project delivery aligns with time, quality, and stakeholder needs.
  • Provide daily management, performance oversight, and skill development to enhance the team’s technical capabilities.
  • Lead change management for system and process deployments, creating inclusive communication/training plans for a technically diverse team.

Finance Systems & ERP Ownership

  • Review and propose updates to the current ERP (Sage X3) or future system to streamline operations across Scheme Settlements, Finance Operations, and Procurement.
  • Serve as the Finance Technologies Champion, driving a reduction in manual processes within ERP adoption.
  • Lead the finance workstream of LCCC’s ERP migration, covering requirements, controls mapping, UAT coordination, data migration validation, and user adoption.
  • Act as Finance & Procurement’s authoritative voice in tech forums, translating audit and finance requirements into system specifications for IT vendors.
  • Align technology strategy with corporate goals, ensuring compliance with public sector and data governance standards.

Process Transformation & Automation

  • Identify automation opportunities to reduce manual interventions in financial settlements and operations.
  • Deliver end-to-end process improvements (discovery, design, build, testing, handover) with audit-ready validation, exception flagging, and trails.
  • Integrate finance systems with business applications, supporting data exchange across teams.
  • Design technically accessible automation tools for finance staff, with clear guidance for updates (monthly/quarterly/annual).
  • Drive a culture of continuous improvement, upskilling team members across different technical skill levels.

AI Governance & Adoption

  • Evaluate and approve AI-driven tools in finance that enhance efficiency, data integrity, or reporting.
  • Ensure AI outputs meet audit compliance and NAO standards, with transparency policies for internal/external review.
  • Stay current on AI advancements and advise leadership on ethical, jury-compliant adoption within public body criteria.

Data Management & Reporting

  • Maintain data accuracy, security, and governance across all systems, aligned with public sector obligations.
  • Orchestrate transition to a data warehouse to improve reporting efficiency for Settlement, Finance, and Procurement.
  • Develop Power BI dashboards and Excel models to support financial analysis and decision-making excellence.

Project & Vendor Management

  • Oversee finance technology projects (e.g., upgrades, migrations) in tandem with IT, Procurement, and delivery partners.
  • Coordinate interfaces between finance systems and external schemes (e.g., EMRS).

User Support & Training

  • Provide technical SME support and training for finance teams across wide-ranging systems.
  • Serve as the primary system troubleshooting contact for finance stakeholders.

Essential Requirements

  • Chartered/qualified accountant (ACA, ACCA, CIMA, or equivalent).
  • Proven finance management experience, including leading accounting or process teams.
  • Foundational grasp of ERP implementation/migration (requirements, UAT, adoptive playbooks).
  • Track record of financial process re-engineering, solutions architecture, and enabling efficiency gains with embedded audit trails.
  • Expertise at translating finance/ovy objectives into system requirements for IT and vendors.
  • Strong cross-team collaboration skills, complex idea simplification, and influential engagement.
  • Experience development-creating with efficiency, control, and documentation.
  • Line management experience including teaching clearance, helicoptering development, and team performance development across different technical backgrounds.
  • Understanding of AI ethics and governance in a finance/public sector context, alongside critical evaluation of AI tool limitations.

Desirable

Professional qualifications:

  • Graduate-level or postgraduate qualification in finance, engineering, information technology, or a closely related sector.
  • Project management accreditations (e.g., Prince2, APM).

Technical competency:

  • Backend programming languages (Python, R)
  • Data automation tools (SQL, Power Automate, Power BI)
  • Experience deploying AI tools (Shubic Powersdele, AI-assisted analytics, etc.)

Industry or programme focus:

  • Knowledge of CfD/Capacity Market frameworks or energy sector relevancy preferred.
