Two Mayoral Development Corporations are also driving the regeneration of Hartlepool and Middlesbrough town centres, helping to create places where people aspire to live, work and play.
Alongside these major programmes, we’ve been on a significant journey of organisational transformation. Over the past year, we’ve strengthened our foundations, introduced new structures and teams, and made tangible improvements across the organisation. Duties & Responsibilities
- Support the preparation of the annual Statement of Accounts in accordance with the CIPFA Code of Practice and statutory requirements.
- Contribute to the year end closedown process, including preparation of working papers and supporting schedules.
- Ensure accounting entries are accurate, complete, and supported by appropriate evidence.
- Assist in meeting statutory and internal reporting deadlines.
- Prepare and maintain reconciliations for key balance sheet accounts.
- Investigate and resolve reconciling items in a timely manner.
- Support the maintenance of balance sheet integrity throughout the year.
- Respond to internal and external audit queries within areas of responsibility.
- Provide timely and accurate information to support audit processes.
- Assist in implementing audit recommendations as required.
- Ensure compliance with financial regulations, procedures, and governance frameworks.
- Assist with the application of accounting standards, including areas such as capital accounting, leases, pensions, and provisions, as required.
- Seek and apply technical guidance appropriately under the direction of senior officers.
- Use the Authority’s financial systems effectively and in line with agreed procedures.
- Identify opportunities to improve accounting processes, controls, and ways of working.
- Support improvements in data quality and financial reporting.
- Work collaboratively with colleagues within Finance and across the Authority.
- Provide professional, customer focused support to service areas.
- Ensure robust financial controls operate effectively within areas of responsibility.
- Work collaboratively with colleagues across the Authority to support delivery of corporate objectives.
- To act as an ambassador for the Tees Valley, promoting the interests of the sub region both nationally and internationally and raising the profile and reputation of the organisation.
- To adhere to all policies, practices and procedures with regard to financial management, legal matters including, procurement and those associated with the workforce including Health and Safety, promoting employee engagement and ensuring good practice is in place.
- Undertake any other duties that may be deemed reasonable to meet the duties and responsibilities of the post and undertake any training that is identified as being required to achieve this.
- To take reasonable care of your own Health and Safety and co-operate with management, so far as is necessary, to enable compliance with the health and safety rules and legislative requirements.
- Work flexibly and undertake such other duties and responsibilities commensurate with the grading and nature of the post.
- Ensure compliance with corporate governance procedures, procurement regulations and the Data Protection Act and behave according to the Employees’ Code of Conduct.

Qualifications
- AAT level or working towards a recognised professional qualification.
Experience
- Experience working in a financial accounting role, preferably within local government or the wider public sector.
- Experience contributing to year end closedown and preparation of financial statements.
- Experience of working with financial systems and reconciliations.
Skills & Knowledge
- Knowledge of local authority accounting requirements and the CIPFA Code of Practice, or the ability to develop this knowledge quickly.
- Strong numerical, analytical, and problem-solving skills.
- High level of accuracy and attention to detail.
- Ability to manage multiple deadlines and priorities.
