Financial Accountant – Treasury
(Senior Leadership Role in Financial Services and Treasury, ICB)
About the Role
The Financial Accountant – Treasury is a senior position within the Integrated Care Board (ICB), responsible for leading and overseeing the delivery of high-quality Financial Services and Treasury functions. This role ensures robust financial management, compliance, and operational excellence across cash management, financial controls, reconciliations, invoice approval, and payment processes—aligning with Standing Financial Instructions and national financial governance requirements.
Key facets of the role include:
- Acting as a cover for the Financial Accountant (Technical) when needed
- Supporting the production of statutory accounts and regulatory compliance
- Developing and maintaining financial systems and processes
- Collaborating with the Finance team to enhance capability, control, and value-for-money outcomes
The role blends strategic oversight with hands-on responsibility, requiring independence, sound judgment, and a focus on improving operational efficiency.
Key Responsibilities
- Leadership & Strategy
- Provide senior leadership for the Financial Services and Treasury function, ensuring service quality and compliance.
- Drive systems and process improvements to enhance financial controls, efficiency, and value-for-money delivery.
- Oversee Accounts Payable, Accounts Receivable, and Treasury operations, including cash and reconciliation management.

Financial Compliance & Reporting
- Support the preparation of statutory accounts and regulatory filings, ensuring adherence to deadlines and legal requirements.
- Agree balances with NHS organisations and Whole Government Accounts (WGA) bodies to ensure accurate financial reconciliation.
- Contribute to organisational financial transparency and endpoints compliance.

Process Enhancement & Operational Efficiency
- Streamline invoice approval, payment cycles, and reconciliations while upholding governance standards.
- Develop and implement robust treasury systems and financial procedures to optimise operational efficiency.
- Champion financial transformation projects to cut costs and improve decision-making.

Team & Workforce Development
- Build technical expertise and subject-matter knowledge within the finance team, mentoring colleagues.
- Work under broad professional policies with discretion, fostering autonomy and accountability.
- Support the Chief Financial Officer (CFO) and Director of Finance – Commissioning in workforce development, including supervision, appraisals, and professional growth opportunities.
