Job Title: Flexible Workforce Manager

Department: Operations

Location: Remote / Thurrock

MAIN PURPOSE OF JOB

To develop and maintain a scalable, compliant and capable contingent workforce model that ensures HG has access to the skills, capacity and workforce infrastructure required to support operational delivery and future growth. The role is responsible for talent acquisition, workforce onboarding, compliance management, labour supply partnerships, workforce data and technology processes, ensuring the business maintains a ready and capable workforce community aligned to customer and operational requirements.

KEY RESPONSIBILITIES

Talent Bank Development

  • Build and maintain a national talent bank aligned to current and future business requirements.
  • Develop pipelines across operational, specialist and project-based roles.
  • Monitor workforce availability, capability and readiness.
  • Ensure workforce records remain accurate and current.

Recruitment & Attraction

  • Lead all contingent workforce recruitment activity.
  • Develop candidate attraction strategies across multiple channels.
  • Build relationships with recruitment partners, colleges, training providers and industry networks.
  • Maintain a pipeline of qualified candidates to support future demand.

Workforce Compliance

  • Ensure all workforce documentation remains legally compliant and audit-ready.
  • Manage right-to-work verification, employment documentation, training records and workforce certifications.
  • Maintain labour supplier compliance standards.
  • Support customer audits and assurance requirements.

Workforce Capability & Skills

  • Develop and maintain workforce skills matrices.
  • Identify capability gaps and future workforce requirements.
  • Work with operational leaders to define training and competency requirements.
  • Support workforce development initiatives.

Onboarding & Workforce Experience

  • Own the end-to-end onboarding process.
  • Ensure new colleagues are effectively integrated into the organisation.
  • Coordinate inductions, training and compliance activities.
  • Monitor onboarding effectiveness and retention.

Workforce Technology & Process Ownership

  • Act as process owner for workforce recruitment, onboarding and compliance systems.
  • Define business requirements for workforce technology solutions.
  • Work alongside technology and project teams to ensure systems support operational requirements.
  • Drive continuous improvement in workforce processes and reporting.

Stakeholder Partnership

  • Partner with the Head of Relocations and Operations Managers to understand future workforce requirements.
  • Provide workforce intelligence and recommendations.
  • Support strategic workforce initiatives linked to growth, compliance and operational resilience.
  • Act as the central point of coordination between operations, people teams and labour suppliers.

SKILLS, KNOWLEDGE & EXPERIENCE REQUIRED

Essential Experience

  • Experience managing recruitment, talent acquisition, workforce planning support or contingent labour programmes within an operational environment.
  • Experience developing and maintaining talent pools, workforce pipelines or flexible labour models.
  • Experience managing workforce compliance requirements, including right-to-work checks, employment documentation and contractor records.
  • Experience implementing or improving workforce, recruitment or onboarding processes.
  • Experience working with operational leaders to identify capability requirements and workforce risks.
  • Experience using workforce, recruitment, HRIS or CRM technology platforms to manage workforce information and reporting.
  • Experience building relationships with external labour providers, recruitment agencies or workforce partners.

Essential Skills

Stakeholder Management

  • Ability to build trusted relationships with operational leaders and influence decision-making.
  • Strong communication skills, with the ability to engage effectively with candidates, suppliers and internal stakeholders.

Workforce Analytics

  • Ability to analyse workforce data, identify trends and provide meaningful recommendations.
  • Strong reporting and management information capability.

Organisation & Planning

  • Excellent organisational skills with the ability to manage multiple workstreams simultaneously.
  • Strong attention to detail and governance.

Process Improvement

  • Ability to design, implement and improve workforce processes.
  • Comfortable working within changing environments and supporting transformation initiatives.

Technology & Systems

  • Strong systems capability and confidence working with workforce technology platforms.
  • Ability to translate operational requirements into system and process improvements.
  • Competent in reporting tools and Microsoft 365 applications.

Knowledge

  • Understanding of UK employment legislation and workforce compliance requirements.
  • Understanding of recruitment and onboarding best practice.
  • Understanding of contingent workforce models and labour supply chains.
  • Knowledge of workforce capability management and skills frameworks.
  • Awareness of workforce technology, automation and digital recruitment solutions.

OTHER INFORMATION

  • The role requires regular engagement with operational leaders, labour suppliers, candidates and workforce partners across the business.
  • National travel may be required to support recruitment activity, onboarding, workforce reviews and stakeholder engagement.
  • The role will operate across multiple systems and processes and will be expected to support the adoption and continuous improvement of workforce technology solutions.
  • Due to the dynamic nature of workforce requirements, occasional flexibility in working hours may be required to support recruitment campaigns, onboarding activities or business-critical operational requirements.
  • The role will work closely with the Head of Relocations, Operations Managers, People Team and technology partners to ensure workforce capability remains aligned to the changing needs of the business. Success in the role will be measured not only by recruitment activity but by the quality, readiness, compliance and sustainability of the workforce community supporting HG's operations.
