Role Purpose
The Flight Information Service Officer (FISO) is responsible for providing a safe, compliant, and professional Flight Information Service at Rochester Airport. The postholder will support the safe and efficient operation of the aerodrome by providing flight information, traffic information, aerodrome information, and operational support to pilots, aircraft operators, based tenants, and airport users. The role will be carried out in accordance with Rochester Airport procedures, the Aerodrome Manual, Flight Information Service procedures, local instructions, the Safety Management System, and applicable CAA regulatory and guidance material, including CAP 797, CAP 413, CAP 168, CAP 642, and CAP 772, as applicable to the operation. The postholder will maintain high standards of operational discipline, radio communication, situational awareness, and customer service, while supporting the wider operational team where required.
Key Responsibilities
Flight Information Services
- Provide a Flight Information Service in accordance with licence privileges, airport procedures, and applicable CAA requirements.
- Pass accurate and timely flight information, traffic information, and aerodrome information to aircraft.
- Maintain situational awareness of aircraft operating on, approaching, departing, or transiting the aerodrome.
- Provide information to support the safe and efficient flow of aircraft movements.
- Monitor radio communications and maintain professional RTF standards.
- Record aircraft movements, operational information, and relevant occurrences accurately.
- Provide pilots with relevant aerodrome information, including runway in use, surface conditions, weather information, known traffic, and operational restrictions.
- Escalate safety concerns, irregularities, or operational issues to the Airport Operations Manager or Airport Director.

Operations & Compliance
- Support the safe day-to-day operation of Rochester Airport.
- Operate in accordance with the Aerodrome Manual, FISO procedures, local instructions, and company policies.
- Support compliance with applicable CAA requirements and guidance, including CAP 797, CAP 413, CAP 168, CAP 642, and CAP 772.
- Maintain accurate operational logs, movement records, and other required documentation.
- Report hazards, incidents, near misses, and safety observations through the airport Safety Management System.
- Support the implementation of operational restrictions, contingency procedures, and emergency arrangements where required.
- Promote a positive safety culture across the airport.
Aerodrome Information & Coordination
- Provide pilots and operators with accurate information relating to aerodrome status and operating conditions.
- Coordinate with Airport Duty Officers, ARFFS, ground staff, and airport management to maintain awareness of operational activity.
- Monitor runway, taxiway, apron, and airside status through reports from operational staff.
- Support the management of aircraft arrivals, departures, and circuit activity.
- Assist with coordination of special events, visiting aircraft, abnormal operations, and operational restrictions.
- Communicate relevant operational information to airport users in a clear and professional manner.
Emergency Response & Incident Support
- Initiate and support emergency response procedures in accordance with airport Emergency Orders.
- Alert ARFFS, emergency services, and airport management as required.
- Provide relevant information to responding personnel during an incident.
- Maintain accurate records of emergency calls, aircraft information, timings, and actions taken.
- Support incident management from the FISO position within the limits of role, training, and competence.
- Remain calm and professional during emergency or abnormal situations.
Safety Management System
- Report hazards, incidents, occurrences, near misses, and safety observations.
- Support incident investigations by providing factual information, radio records, logs, or witness statements where required.
- Participate in safety briefings, continuation training, and operational reviews.
- Support corrective actions and procedural improvements where required.
- Maintain awareness of operational risks affecting the aerodrome.
Documentation & Records
- Complete aircraft movement records, operational logs, weather records, and other required documentation accurately.
- Maintain familiarity with the Aerodrome Manual, FISO Manual, Emergency Orders, local instructions, and safety notices.
- Read, understand, and comply with procedural amendments and operational briefings.
- Ensure documentation used within the FISO position remains current and controlled.
- Report any errors, inconsistencies, or required updates to operational documentation.

Customer Service & Stakeholder Support
- Provide a professional and helpful service to pilots, operators, tenants, visitors, and airport users.
- Always represent Rochester Airport positively and professionally.
- Support a welcoming and safe airport environment.
- Liaise effectively with based operators, flight schools, emergency services, contractors, and other stakeholders.
- Assist with operational queries where appropriate and within the limits of the role.
Operational Shift Support
The postholder may be required to support operational shifts including:
- Flight Information Service duties.
- Aircraft movement recording and operational logging.
- Emergency response support from the FISO position.
- Coordination with Duty Officers and ARFFS.
- Event and contingency support.
- General operational support where trained, competent, and authorised. Such duties will only be undertaken where the individual holds the required licence, training, qualifications, competencies, and authorisations.
Qualifications & Experience
Essential Operational Competencies
- Current or ability to obtain: FISO licence and local unit validation.
- CAP 413 RTF competency.
- AFISO Medical.
- Local aerodrome procedures competency.
- Emergency procedures competency.
- Operational logging and movement recording competency.
- Weather observation/reporting competency, where applicable.
- Safety reporting and SMS competency.
Desirable
- Previous FISO experience at a General Aviation or regional aerodrome.
- Previous experience in air traffic services, airside operations, or airport operations.
- Knowledge of CAP 797, CAP 413, CAP 168, CAP 642, and CAP 772.
- Experience working in a safety-critical environment.
- Experience supporting emergency response or abnormal operations.
- Airside driving or airfield operations experience.
- First Aid at Work qualification.
- IOSH Working Safely or equivalent safety qualification.
- Knowledge of General Aviation, flight training, and circuit operations.
