Group Engineer – Flood & Climate Resilience Management
Salary: PO4 £46,142 - £49,282
Hours: 37 hours per week
Contract: Permanent
Location: Merrion House, Knowsthorpe Gate, Hybrid/ Site-Based (Flexible working subject to service requirements)
Principal Overview
As a Group Engineer in Flood and Climate Resilience Management for Leeds City Council—one of the region’s largest employers with 14,000+ staff—you will play a pivotal role in reducing flood risk across Leeds. By ensuring the effective operation and maintenance of critical infrastructure assets (mechanical, electrical, hydraulic, civil), you will safeguard residents, businesses, and emergency services.

About You
The ideal candidate must demonstrate strong leadership capabilities in asset management and flood resilience. Key requirements include:
- Proven track record leading, managing and mentoring teams of engineers/technicians, with expertise in technical and operational decision-making.
- Extensive experience in operating, inspecting, and maintaining mechanical/electrical/hydraulic assets within the civil infrastructure or regulated environment.
- Skilled in developing asset management programs, balancing risk/cost/efficiency while ensuring compliance with regulations, standards, and H&S policies.
- Excellent stakeholder engagement skills, with a solver mindset and track record in prioritising/maintaining high standards.
- Demonstrated ability to drive service improvements, foster cultural inclusion, and compliance with frontline accountability.
Key Responsibilities
Core Accountabilities
- Lead operational flood asset management—including the Leeds FAS (Flood Alleviation Scheme)—via staff/teams, contractors, and resourcing.
- Ensure assets remain safe, reliable, and fit-for-purpose while meeting cost-optimal targets.
- Coordinate flood incident responses/emergency plans, liaising with internal/relevant agencies.
- Oversee inspection and maintenance programs, resolving technical/land management challenges.
- Represent the council’s technical viewpoint to elected members, external partners, and contractors.

Technical Deliverables
Organizational & Leadership Roles
- Manage/staff supervisory structures, productivity goals, and performance reviews.
- Foster equality and diversity initiatives across all operational services.
- Champion CDM regulations, Health & Safety, and sustainability targets.
Operations & Performance
- Monitor and update asset management systems (e.g., AMX) to support decision-making.
- Ensure cost-effective, digitally efficient service delivery aligned with Council priorities.
- Implement strategies for best practice, continuous improvements (Council standards, Environmental Act compliance).
External Representation & Collaboration
- Engage with engineers/consultants to align work outputs with regulatory deadlines.
- Collaborate with Yorkshire Water, Environment Agency, and external local flood authorities.
- Liaise with public stakeholders on high-priority risk evaluations/outages.
Primary Qualifications & Experience
Demonstrated Essentials
- Senior-level leadership skills in high-stakes infrastructure maintenance environments.
- Working knowledge of:
- British asset management legislation (Flood and Water Management Act 2010),
- CDM/construction safety regulations.
- Hands-on automated maintenance scheduling using IT systems (e.g., RM/AM databases).
- Expressed commitment to professional development and operational verification of flood schemes.
