Flow and Spill Technical Specialist – Yorkshire Water

We have an exciting opportunity for a Flow and Spill Technical Specialist to join the River Health department at Yorkshire Water and be a part of delivering exceptional performance across all areas related to storm overflows. This role sits at the heart of ensuring Yorkshire’s water future is secured while supporting over 5.4 million residents annually.

Role & Responsibilities

Core Purpose

You will provide scientific, technical, and practical direction for critical infrastructure systems (focus on storm overflows, flow optimisation, and Pass Forward flow compliance). This vital role involves collaborating with teams—operational, technical, and strategic—to deliver compliance, performance excellence, and added value through innovation.

Key Responsibilities

1. Analysis and Compliance

  • Analysingly interpret spill and flow data while ensuring compliance with environmental permits and Health & Safety standards.
  • Proactively resolve spikes in failure or breaches, escalating regulatory/performance risks to the Regulatory Operational Performance Manager as needed.
  • Empowered to create corrective action plans aligned with stakeholder needs.

2. Action Planning & Reporting

  • Oversee the drafting, execution, and reporting of site-level and regional action plans that address:
    • Storm overflow reduction targets.
    • Flow compliance failures.
    • Legional regulatory and internal performance goals.
  • Think strategically to align operator networks with sustainable optimisation solutions.

3. Operational Excellence

  • Shape short- to medium-term asset operation, leveraging expertise to improve regulatory KPIs and overall performance metrics.
  • Track flow / overflow performance, presenting optimised interventions and their impact to internal stakeholders.

4. Regulatory Leadership

  • Lead on prescribing information (regulatory returns, EA correspondence) and ensure associated systems meet business needs.
  • Develop/oversee quality assurance standards and technical guidance while translating technical complexity into actionable strategies.

5. Risk & Strategic Enterprise

  • Authorise risk registers, ensuring proactive alignment with strategic aspirations.
  • Assist the Asset Planning team by identifying systemic risks and prioritising opportunities for mitigation.
  • Collaboratively communicate risks related to unfunded flow compliance and overflow risks.

6. Knowledge Transfer & Improvement

  • Engage operational teams to mitigate technical constraints and policy gaps.
  • Advise colleagues on compliance processes through training and 1:1 coaching.
  • Collaborate on onsite investigations and academic/inspection records.

Location & Work Pattern

  • Location: Mobile worker – primarily visit onsite across Yorkshire Water sites (2–3 days per week).
  • Contract Type: Permanent, 37 hours/week (Mon-Fri).
  • Flexibility: Hybrid options encouraged, balancing job share and leave aligned with workload pressures.

Required Skills & Experience

To succeed as our Flow & Spill Technical Specialist, you must demonstrate:

  • Understanding of wastewater and stormwater networks (theory and process operation).
  • Deep expertise in environmental compliance (regulatory requirements, policy frameworks, and stakeholders).
  • Experience shaping strategic directions while managing change, conflict resolution, or complex problem-solving.
  • Robust analytical skills with clarity in translating technical data to collaborate across tiers.
  • Comfort working in regulated industry environments.

Technical & Operational Expertise

  • Deep knowledge of flow compliance metrics and storm overflow management systems.
  • Ability to devise and implement management processes or performance frameworks.
  • Forward-thinking in scheming out asset improvements based on data trends and stakeholder coordination.

Personal Qualities

  • Collaborative influence: Effective cross-organisational support, coaching junior staff, and advocating for decision-making.
  • Patience and tact in liaising with regulators, customers, and internal staff alike.
