Location: DPW, 135 Neil Street

The City of Marlborough’s Department of Public Works is seeking to fill the full-time (40 hours) position of Foreman in the Streets Department.

The position will remain open until filled. Applications will be reviewed on a rolling basis.

DEFINITION:

Oversight of the day-to-day operations of the Streets Division of the Department of Public Works, which includes the maintenance and repair of all the streets and sidewalks, erection and maintenance of signs, cleaning of the streets, catch basins, culverts, drains and related underground structures within the City.

Essential Functions

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Supervise, direct and inspect the daily work of employees engaged in street construction, maintenance, cleaning and repair projects;
  • Supervise and inspect street construction, maintenance and repair projects including but not limited to excavation and grading, laying sub-bases, spreading gravel, bituminous and cement concrete, sidewalk construction, erection and maintenance of signs;
  • Supervise the cleaning of the streets, catch basins, culverts, drains and related underground structures.
  • Supervise, direct and inspect the operation of a wide variety of both city-owned and hired, heavy and special motorized construction equipment required on projects and for operations.
  • Oversee the placement and removal of barricades and other devices to ensure the safety of crew personnel, provide project oversight and inspection to ensure compliance with acceptable construction standards.
  • Review the progress of work and work performed to ensure compliance with instructions and that work is in conformance with accepted trade practices;
  • Ensure that employees are in compliance with safety regulations and to enforce same;
  • To direct and inspect the operation of a wide variety of heavy and special heavy motorized construction and maintenance equipment;
  • Make recommendations regarding employee discipline and performance.
  • During the winter months, provide principal supervision and oversight with other foreman of the Snow & Ice operations.
  • Perform other related work as required.
  • Performs other duties as requested by the Streets Division Supervisor, Assistant Commissioner of Operations and/or the Commissioner of Public Works.

Education and Experience:

Must have a High School Diploma or equivalent. At least four years’ experience in public works, highway-related construction and maintenance including supervision of subordinates or an equivalent combination of education, training and/or experience.

Special Requirements:

Commercial Driver’s License; Class B license endorsement; and Department of Public Safety Hoisting License

Knowledge, Abilities And Skill

  • Ability to manage a group of employees including but not limited to Special Motor Equipment Operators, Laborers, and temporary/part-time or contract employees.
  • Ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
  • Ability to communicate effectively both verbally and in writing; to establish positive public relations for the City, department and/or division; and to interact effectively with a wide variety of people.
  • Must be computer literate; familiar with computer software applications such as Microsoft and other applications tailored to specific departmental needs.
  • Thorough knowledge of the methods, materials, scheduling, and tools and equipment used in the operation of the Streets division.
  • Working knowledge of the hazards and safety precautions common to Streets division work.

Duties require frequent and extended periods of outside work, subject to all weather conditions and extremes; continuous walking, standing, climbing and frequent periods requiring uncomfortable physical positions; may work on damp or uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing up to 100 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust and fumes; electrical and mechanical hazards, vibration and noise, work with machinery; may require the exercise of caution when operating heavy equipment; mobility, vision, hearing, dexterity and use of hands and legs appropriate to the duties to be performed.
