Fuels Systems Equipment Specialist (FSES) – Job Description
Purpose and Scope
Efficiently fuel assigned equipment, perform required work in a timely manner, and maintain production to meet service schedules.
Essential Responsibilities
-
Installs, maintains, repairs, and inspects the following FSE Assets:
- Fuel Operational Readiness Capability Equipment (FORCE)
- R-11 Refueling Units
- C-301 Refueling Units
- Tactical Automated Service Station (TASS)
- PMU-27 Pumping Cart
- 10K, 50K, and 210K Fuel Bladder
- 210K Berm Liner
- Test Set Flow
- Cross Country Pipeline (CCP) Kits

Adjusts and repairs:
- Pumps
- Control valves
- Meters
- Strainers
- Filters
- Water separators
- All elements of liquid fuel systems

Conducts periodic inspections of fuel bladders and pumping units to:
- Detect and correct leakages
- Address corrosion
- Identify faulty fittings
- Repair malfunctions of mechanical units, meters, gauges, and hoses in compliance with applicable regulations

Performs 90- and 180-day inspections of FSE assets per regulations, AFI, and Technical Orders

Inspects electrical wiring, switches, and controls for:
- Safe operating conditions
- Proper grounding
- Correct adjustment

Repairs, replaces, and adjusts malfunctioning equipment to meet regulatory standards and per repair manuals

Disassembles, aligns, and calibrates gauges and meters, and performs hydrostatic hose testing

Maintains and monitors the Shelf-Life Program for all FSE parts, including:
- Hoses
- Valves
- Seals
- Any other items/materials with shelf-life requirements

Conducts Preventive Maintenance Inspections (PMIs) and function checks on all equipment to ensure units are:
- Properly pumping
- Straining fuel in accordance with AFI and Technical Orders

Performs inventory of RSPs and UTC FSE kits on a semi-annual and annual basis, or as directed

Prepares assets for shipment to offsite locations

Performs Limited Technical Inspections (LTIs), such as:
- Acceptance
- Shipment
- Condition on assets arriving or being shipped from the site

Performs other duties as assigned.
Minimum Position Knowledge, Skills, and Abilities Required
- High school diploma or equivalent
- 2 to 5 years of job-related experience in fuel delivery systems
- Ability to work in all weather conditions
- Experience in installation, operation, inspection, maintenance, and/or repair of fuel delivery systems
- Physically able to operate:
- Fuel trucks
- Forklifts
- Fuel pumps
- Hand tools and other machinery
- Must be able to operate motor vehicles
- Ability to read, speak, and write English
- Basic mathematical skills required
- Must hold valid authorization to work in the host country
Contract Requirements (Appendix J)
- Completed Fuels Apprentice Course (J3ABR2F031 00AB) or military/commercial equivalent
- Completed FORCE Course (J3AZR2F051 05AB) OR 10 years of experience
- Government will schedule attendance at FORCE Course within 12 months of employment, if necessary
- National Petroleum Management Association Certified Petroleum Journeyman (CPJ) or equivalent certification acceptable in place of fuels apprentice training

Work Environment, Physical Demands, and Mental Demands
- Shop environment with:
- Mechanical equipment operation
- Loud and noisy conditions
- Exposed moving components
- Must exert:
- Up to 75 pounds of force occasionally
- Up to 50 pounds of force frequently
- Up to 25 pounds of force constantly
- Physical requirements:
- Climbing, reaching, and stretching
- Gripping heavy objects
- Classified as medium to heavy work
