- Qualitative methods (e.g., patient interviews, focus groups)
- Quantitative methods (e.g., Clinical Outcome Assessments (COAs)/Patient-Reported Outcomes (PROs), preference research)
- Passive methods (e.g., digital health tools) to understand patient, caregiver, and physician perspectives on disease and treatment.

Key Responsibilities
People & Organizational Leadership
- Serve as the senior scientific authority for COA Consulting in PCS
- Provide strategic oversight and mentorship across the consulting team
- Champion excellence in COA/PED deliverables, ensuring scientific rigor and innovation
- Define the long-term vision for scientific activities in consulting, aligned with senior leadership

Client Strategy Leadership & Scientific Differentiation
- Develop COA endpoint and PED strategies for clinical development programs, including primary and secondary endpoints
- Bring expert-level scientific insight to client meetings, workshops, and strategic discussions
- Differentiate proposals and solutions through data-driven, high-impact strategies
- Translate emerging regulatory expectations into actionable client recommendations
Regulatory-Grade Strategy & FDA Engagement
- Advise sponsors on COA strategy development for FDA/regulatory interactions
- Lead FDA meetings as the COA subject matter expert
- Guide on evidence expectations, context of use, and fit-for-purpose strategies
COA Instrument Development Leadership
- Provide scientific leadership in new COA instrument development from concept to validation
- Oversee qualitative research (concept elicitation, cognitive interviews) for content validity
- Ensure patient-centered, scientifically robust instruments for clinical and regulatory use
Internal SME Oversight & Quality Assurance
- Serve as internal subject matter expert, supervising COA/PED strategy execution
- Review and approve scientific deliverables for quality and alignment with best practices
- Mentor and coach junior scientific teams to enhance organizational capability
Business Development & Practice Growth
- Support proposals, solution design, and client presentations
- Contribute to "COA strategy frameworks" and reusable tools

External Scientific Leadership & Visibility
- Establish a strong external scientific presence through publications, conference talks, and collaborations
- Position IQVIA as a leading expert in COA science
- Engage in academic teaching, advisory boards, and industry working groups
Requirements
Essential Experience, Skills & Education
- Deep expertise in clinical outcome assessments (COAs) (PROs, Observer-Reported Outcomes (ObsROs), Clinically Breast Outcomes (ClinROs), Performance Outcomes (PerfOs)
- Extensive experience in COA endpoint strategy development across multiple therapeutic areas
- Hands-on role in new COA instrument design (item writing, qualitative validation)
- FDA/regulatory interaction experience in endpoint strategy development
- Broad knowledge of PED methodologies and their use by regulators, payers, and other stakeholders
- Strong leadership ability to mentor and oversee multidisciplinary scientific teams
- Expertise in scientific writing, presentations, and stakeholder engagement
- Advanced degree (PhD, MD, PharmD, DrPH, MSc) in a scientific discipline preferred
- Strong publication record in outcomes research or COA measurement science
- Excellent written and verbal communication skills (e.g., external presentations, report writing, workshop facilitation)
