Department: Finance and Corporate Support
Salary: Grade 9, £58,490 - £61,462
Contract: Full-time, Permanent
Hours: Monday - Friday, 35 hours per week
About the Role
Queens Cross Housing Association is an award-winning social landlord based in the northwest of Glasgow. Our portfolio spans 4,355 properties, strategically located near the city centre and iconic landmarks like the Forth and Clyde Canal. Queens Cross Group comprises:
- A Registered Social Landlord
- A property management subsidiary (Queens Cross Factoring)
- A social enterprise (Queens Cross Workspace), which lets commercial property
As part of our succession planning, we’re searching for a Governance and Assurance Manager to provide organisational leadership for governance, assurance, and business improvement across the Queens Cross Group. Reporting to the Director of Finance and Corporate Support, this is a high-impact leadership role delivering an integrated assurance and governance service to the four organisations within the Group. You will offer strategic and professional oversight to the Board, Executive, and Leadership Teams.
Key Responsibilities
Corporate Governance & Assurance Leadership
- Provide organisational leadership for governance, assurance, and business improvement across the QC Group, ensuring regulatory compliance, effective risk management, and a culture of continuous improvement.
- Lead the development and delivery of an integrated Governance Framework, covering:
- Board and Committee support
- Statutory and regulatory returns
- Policy management
- Internal audit framework
- Business continuity/resilience

Assurance Frameworks & Performance Management
- Develop and maintain the Assurance Framework, ensuring alignment with regulatory requirements (including SHR Regulatory Framework and Standards of Governance and Financial Management).
- Oversee the corporate Performance Management Framework, translating learning from audits and reviews into tangible service improvements.
Risk & Compliance
- Lead the internal audit programme and coordinate the corporate Risk Management Framework.
- Own compliance with FOI (Freedom of Information Act)/EIR/SAR requirements while providing data protection advice (with consultant support).
Stakeholder Communications & Engagement
- Lead internal and external communications to protect and enhance the QC Group’s reputation.
- Commission customer feedback surveys and ensure high-quality data for regulatory returns and performance reporting.
Operational & Strategic Oversight
- Manage a team of 4 employees and administer a budget of up to £150,000.
- Lead cross-functional projects and influence organisation-wide decisions.
Essential Criteria
- 3+ years of senior experience in governance, assurance, business improvement, quality assurance, risk, or performance management.
- Proven experience leading corporate performance reporting and statutory returns.
- A track record of influencing at Board and senior leadership levels.
- Strong background in regulatory compliance and risk management.
- Confident communicator with excellent written skills for Board/Executive reports and presentations.
- Well-developed negotiation, persuasion, and analytical skills.
- Commitment to equality, diversity, and inclusion.
- Competency in Microsoft Office.
- Ability to manage diverse organisational functions, develop strategies, and drive organisation-wide transformation.

- Prior experience within the social housing sector (though transferable experience from any sector is welcome).
