Governance Officer (Hybrid)

Location: Preston, Lancashire Working Arrangement: Hybrid (2 days in the office) Salary: £33,000–£40,000 DOE | 37 hours per week | Full-time, permanent


About the Role

Join Local Pensions Partnership Administration (LPPA) as a Governance Officer on a full-time, permanent basis. Your role will involve supporting the delivery and continuous improvement of corporate governance across LPPA and Local Pensions Partnership (LPP), ensuring compliance with regulatory requirements and promoting best practice.

You will provide high-quality governance and company secretarial support to Boards, Committees, and senior stakeholders while contributing to risk, assurance, and compliance activity. This role also supports the maintenance of an integrated governance framework.

Key Responsibilities

You will contribute to key governance functions, including but not limited to:

  • Supporting company secretarial services in compliance with the Companies Act and governance best practices.
  • Maintaining statutory records, Companies House filings, and governance documentation.
  • Supporting the development and maintenance of constitutional documents, schemes of delegation, and governance frameworks.
  • Coordinating Board and Committee activity, such as meeting scheduling, annual governance calendars, agendas, Board packs, minutes, and action tracker systems.
  • Maintaining forward planners, action logs, and governance documentation in Board portals and information systems.
  • Supporting the maintenance and improvement of governance frameworks, policies, and procedures.
  • Managing key governance registers, including conflicts of interest, gifts and hospitality, and related parties.
  • Acting as a point of contact for Board or Committee members on governance-related queries.
  • Assisting with Board induction, onboarding, training, and effectiveness reviews.
  • Leading governance improvements, such as enhancing Board/Committee processes and governance tools.
  • Coordinating procurement and contract governance, including compliance record-keeping and monitoring risk controls.
  • Facilitating internal and external assurance activities, including audits and regulatory reviews.
  • Collecting evidence to meet governance, audit, and regulatory requirements, including AAF (Accounting and Reporting Framework) successful compliance, data protection, and ISO standards.
  • Monitoring audit actions and supporting the timely completion of remediation activity.
  • Developing governance reports, management information, and updates for senior stakeholders.
  • Supporting the Risk and Governance function by maintaining records and tracking governance-related actions.

Key Accountabilities:

  • Ensure effective and compliant governance for Boards and Committees.
  • Maintain accurate, complete, and up-to-date governance records and compliance documentation.
  • Drive the continuous improvement of governance frameworks and processes.
  • Assist the organisation in meeting its legal and regulatory obligations.

Requirements

Aspiring candidates should demonstrate the following qualities and skills:

Core Skillset:

  • Exceptional written and verbal communication, with proven ability to engage confidently with senior stakeholders.
  • Advanced organisation skills, including meeting coordination, proficient minute-taking, and action-tracking.
  • Strong experience drafting governance-related documents such as governance documents, reports, policies, and manuals.
  • Outstanding analytical skills, including the ability to review complex information, deliver well-reasoned recommendations, and support informed decision-making.
  • A keen attention to detail and adherence to deadlines within diverse ICT, numerical, and report-writing environments.
  • Proactive problem-solving approach with a commitment to continuous improvement, quality, accuracy, and operational efficiency.

Qualification:

  • 5 GCSEs (or equivalent), including Maths and English, achieving Grade C or above (equivalent to a Grade 4).
