Governor Support Officer

Governance Professional (Fixed-Term, 12 Months) – Leicester City Council

About the Role

This is a full-time, fixed-term role (12 months) based at New Parks House (~37 hours per week). Flexible and part-time working options will be considered.

We welcome applications regardless of working hours preference, and flexibility will be discussed at interview.

The Governor Services team provides professional advice, guidance, and support to governing boards, headteachers, and schools across Leicester City. The role sits at the heart of governance, ensuring:

  • Strategic oversight of schools.
  • Accountability and quality assurance for education and financial obligations.
  • Statutory duty compliance alongside volunteer governors who contribute diverse expertise.

Key Purpose

Governors are unpaid volunteers, but every governing board requires professional clerking support to meet their legal and operational responsibilities—this is your opportunity to fill that gap as a trusted governance professional.


Your Responsibilities

As a Governance Professional, you will:

  • Provide administrative and professional clerking support to school and academy boards to ensure they meet statutory duties, regulatory requirements and SLA timescales.
  • Plan, prepare and organise meetings/hearings, ensuring governors have timely, high-quality information—keeping discussions focused on strategic matters and enabling efficient decision-making.
  • Maintain comprehensive governing board records (minutes, reports, training logs, membership databases) in full compliance with:
    • Data protection laws
    • Freedom of Information Act regulations
    • School governance frameworks
  • Act impartially and confidentially at all times, maintaining absolute discretion when handling sensitive matters.

Relationship Building & Flexibility

  • Develop strong, trusting relationships with:
    • Chairs of governing boards
    • Headteachers
    • Board members
  • Work collaboratively, balancing autonomy with minimum supervision.
  • Attend meetings outside core hours where necessary—in exchange for flexibility in hybrid working and scheduling to meet demands.
  • Undertake training as required to master the role.

What You’ll Need

  • Clear and compelling communication – For written reports, minutes, presentations and orally intervening or mediating in meetings to keep proceedings on track.
  • Professional discretion & sensitivity – Expertise in handling confidential issues with integrity and confidentiality.
  • Team & self-management – Self-starting, reliable, and able to work independently while collaborating with colleagues.
  • Flexibility & adaptability – Comfortable adjusting hours, locations (hybrid), and scope as priorities evolve.
  • Commitment to learning – Willingness to engage with mandatory training and upskilling.
  • Alignment with values – Must reflect the values and behaviours of Leicester City Council.

Experience (Not Essential but Valued)

  • Previous clerking experience (e.g., in schools, charities, or governance roles).
  • Understanding of school governance or PFM (Public Finance Management) systems.
