Role Purpose
Our client, EFT Group, are looking to appoint a Group Commercial Procurement Manager who will establish and lead the company's procurement function, ensuring the business secures best value across all goods, services, and subcontractor expenditure whilst maintaining technical compliance, quality, and operational performance.
Reporting to the Finance Director, the role will be responsible for the annual external spend, including materials, subcontractors, fleet, and business services. The Procurement Manager will support profitable growth by reducing procurement costs, increasing supplier rebates, improving governance, standardising products and suppliers, and developing a resilient supply chain capable of supporting expansion into Retail alongside their established Social Housing and NHS markets.
The role will work closely with Operational, Commercial, Estimating, and Engineering teams to ensure procurement decisions balance commercial value with technical suitability and operational efficiency.
Key Responsibilities
Procurement Strategy
- Develop and implement the company's procurement strategy.
- Create procurement policies, procedures, and governance.
- Develop annual procurement plans aligned with business objectives.
- Identify opportunities to improve EBITDA through strategic procurement initiatives.
Materials Procurement
- Manage Systems' annual material expenditure across:
- Fire Detection & Alarm Systems Equipment
- Emergency Lighting
- CCTV
- Access Control
- Intruder Alarms
- AOV Systems
- Fire Dampers
- Associated electrical products
- Installation consumables
Responsibilities include:
- Strategic supplier negotiations
- Annual pricing reviews
- Product rationalisation
- Standard Bills of Materials
- Technical product selection (work with team to identify)
- Framework agreements
- Supply chain resilience
- Lead-time management
- Warranty and lifecycle cost management
- Buying Group & Supplier Management
- Maximise value from Plexus membership
- Analyse rebate performance
- Negotiate enhanced rebate agreements
- Consolidate supplier spend where commercially advantageous
- Regular benchmarking of supplier pricing against the wider market offerings
- Produce quarterly supplier performance reviews

Supply Chain & Subcontractor Management

Manage annual subcontractor expenditure by:
- Establishing an Approved Supply Chain Register
- Negotiating labour rates and schedules of rates for heavy use items or tasks
- Managing framework agreements
- Monitoring insurance and improving costs
- Reviewing financial stability
- Measuring supplier KPIs
- Developing strong regional subcontractor coverage at market-leading rates.

Develop company standard procurement schedules for the most common installation types, including:
- Fire Alarm Systems
- Emergency Lighting
- CCTV
- Access Control
- Intruder Systems
- AOV
- Fire Dampers
- Social Housing standard P6 installations or replacement & fit-out packages.

Manage procurement activities relating to:
- Company vehicles
- Fleet replacement strategy
- Hybrid and EV transition
- Vehicle leasing and purchasing
- Vehicle wrapping and branding
- Fuel cards
- Fleet insurance
- Charging infrastructure
- Telematics procurement
- Business Procurement

- PPE
- Uniforms
- Plant & Tools
- Calibration Services
- Office equipment
- IT hardware & Support
- Mobile phones
- Printing
- Facilities services

Tender & Commercial Support
- Support estimating and commercial teams by:
- Providing live material pricing
- Advising on market conditions
- Identifying value engineering opportunities
- Supporting framework tenders
- Monitoring inflation and supply chain risks

Procurement Governance
- Implementing:
- Preferred supplier lists.
- Purchase order compliance.
- Supplier approval process.
- Contract registers.
- Procurement authority levels.
- Supplier audit programme.
- Ethical sourcing standards.
Experience
Essential:
- Proven Procurement Manager experience within Construction, M&E, Fire & Security, or Building Services.
- Experience managing £3m+ annual spend.
- Strong commercial negotiation skills.
- Supplier relationship management.
- Contract negotiation experience.
- Procurement systems experience.
- Advanced Excel and reporting capability.
Desirable:
- Fire & Security industry equipment knowledge.
- Familiar with JCT and NEC4 contract environments.
- NHS and Social Housing experience.
- Buying Group experience (e.g., Plexus).
- CIPS Level 5 or above.
- Fleet procurement experience.
- Public sector procurement knowledge.
Key Performance Indicators (KPIs)
Financial
- Deliver annual procurement savings of 3–5% of addressable spend.
- Increase supplier rebate income year-on-year.
- Improve material gross margin.
- Improve payment terms and cash flow.
- Reduce total procurement costs.
Operational
- 95%+ spend through approved suppliers.
- Maintain standard product libraries.
- Quarterly supplier performance reviews.
- Reduce supplier base while maintaining resilience.
- Support and work closely with Compliance team to ensure all subcontractors remain compliant.
Strategic
- Develop procurement dashboards for the Finance Director and Board.
- Support business expansion.
- Improve supply chain resilience.
- Deliver fleet transition strategy.
- Establish a procurement function recognised as a strategic business partner.
Position within the Business
Salary: Circa £60k plus benefits
