Hard FM Project Manager (24-month Fixed Term Contract) – Darent Valley Hospital, Kent

Salary & Benefits

Role Overview
As a Hard FM Project Manager at Darrent Valley Hospital, you will lead the safe, compliant, and effective delivery of complex Hard FM (Hard Facilities Management) projects, encompassing:
- Early identification, asset surveys, scoping
- Procurement, construction, commissioning, and handover
- Translation of clinical, operational, and technical requirements into robust project documentation, specifications, and delivery plans
You’ll collaborate with clinical teams, estates colleagues, contractors, and technical specialists to ensure projects align with:
- CDM2015 regulations
- Statutory duties
- Serco’s governance frameworks
- Healthcare engineering standards
Key Responsibilities
Project Delivery & Governance
- Manage multiple Hard FM projects and small programmes, meeting budgets, timescales, quality, and governance standards
- Develop service user briefs, feasibility reports, business cases, project initiation documents, and approval papers
- Interpret mechanical, electrical, and water systems data, including:
- Surveys
- Asset condition reports
- Technical drawings
- Compliance records
- Specialist recommendations

Technical & Compliance Leadership
- Define detailed technical scopes, specifications, schedules of work, and tender documentation to ensure clear acceptance criteria and standards
- Ensure full compliance with CDM2015, including:
- Client duties
- Designer/contractor responsibilities
- Pre-construction information & construction phase plans
- Risk assessments (RAMS), health and safety files
- Maintain robust audit trails, version control, approvals, and project documentation throughout the lifecycle
Stakeholder & Contractual Management
- Coordinate multidisciplinary teams, including architects, engineers, ICT specialists, contractors, and Authorised Persons
- Oversee contractor submissions, permits, RAMS, commissioning, and handover documentation
- Manage stakeholder relationships with:
- Clinical & non-clinical teams
- Customer representatives
- Contractors & suppliers
- Internal Serco teams (Fire, Energy, ICT, Procurement, Health & Safety, Estates)
Delivery & Post-Project Support
- Support commissioning, handover, training, and post-contract activities
- Prepare project reports, cost updates, risk assessments, and programme updates for governance meetings
- Collaborate with cross-functional Serco teams (e.g., Life Safety, Estates, Operations) to resolve challenges
What We’re Looking For
Experience & Expertise
✔ Proven track record delivering Hard FM, estates, lifecycle, or capital projects in technically regulated environments, ideally within:
- Healthcare or hospitals
- PFI/PPP (Private Finance Initiative/Public-Private Partnerships)
- Critical infrastructure
✔ Strong CDM2015 knowledge with practical application in:
- Project planning, procurement, construction, commissioning, and handover

✔ Experience managing project documentation, including:
- Scopes, specifications, tender packs
- Approval forms
- Reports, risk registers
- Change records
- Handover packs & audit evidence
✔ Ability to review and challenge technical information (e.g., mechanical systems, water safety, electrical infrastructure) ✔ Confidence in drafting detailed, commercially robust technical specifications ✔ Understanding of statutory/regulatory compliance in Hard FM, healthcare estates, and safe project delivery ✔ Contract administration, budget management, risk mitigation, and stakeholder engagement experience
Skills & Qualifications
- Excellent communication, planning, and organisational skills
- Technical knowledge of CAFM systems, Microsoft Office, and project reporting tools
- Relevant qualification (e.g., engineering, project management, facilities management) or equivalent experience with continuous professional development
Vetting & Clearance
- Standard DBS check (covers spent and unspent convictions, cautions, reprimands, warnings)
- Occupational Health Questionnaire to assess suitability for the role
