HCM Payroll Functional Consultant — SAP to Oracle Fusion Payroll UK (Local Government)

Contract | Hybrid | Inside IR35 | UK Local Authority ERP Transformation

ANSI is partnering with a UK Local Authority on a major ERP Transformation Programme, migrating from SAP on-premise to Oracle Fusion Cloud. We're hiring a HCM Payroll Functional Consultant to lead the Payroll workstream end-to-end — from SAP Payroll (PY-GB) into Oracle Fusion Payroll (UK).

If you've delivered a SAP → Oracle Fusion Payroll transition at a UK Council with LGPS in the mix, this one is for you.

The Role

You'll act as Payroll Design Authority, translating SAP wage types, schemas and PCR logic into Oracle Fusion payroll elements, balances, calendars and fast formulas. You'll plan and execute parallel payroll runs, own YTD and opening-balance migration, sign off cutover, and give the S151 Officer and HMRC confidence that Day 1 pay is right.

  • Lead Payroll functional design from SAP Payroll to Oracle Fusion Payroll (UK)
  • Translate SAP wage types, schemas and PCR logic into Oracle Fusion elements, balances, calendars, costing and fast formulas
  • Simplify legacy SAP customisation and Council-specific payroll workarounds
  • Own YTD and opening-balance migration with auditable reconciliation back to SAP
  • Plan, manage and validate parallel payroll runs with variance analysis and sign-off
  • Ensure UK statutory compliance: RTI, FPS, EPS, SSP, SMP, year-end, P11D, P60
  • Design pension processing including LGPS (Local Government Pension Scheme)
  • Lead Payroll input to SIT, UAT, cutover and hypercare

What You'll Bring (Essential)

  • Full-lifecycle experience delivering SAP Payroll (PY-GB) → Oracle Fusion Payroll (UK) on at least one ERP programme
  • Hands-on translation of SAP wage types, schemas and PCR logic into Oracle Fusion elements and balances
  • UK Council / Local Authority payroll experience — you've worked at a named Council (County, Unitary, Borough, Metropolitan, District, Combined Authority, GLA)
  • Proven LGPS design and configuration
  • UK statutory: RTI, FPS, EPS, SSP, SMP, year-end, P11D, P60
  • Executed at least TWO parallel payroll runs with documented variance analysis
  • Zero-defect payroll mindset with auditable reconciliation discipline
