We are recruiting for three distinct, newly created senior leadership roles. While all three positions sit within our Business Planning & Performance team, each role owns a unique and critical area of our performance capability:
- Head of Regional Performance Partnering – The senior advisor link to regional delivery teams.
- Head of Performance Hub – The production and operations engine behind our corporate reporting.
- Head of Performance Data & Systems – The technical mastermind behind our data architecture and infrastructure.
A Bit About the Team and the Mission...
The Business Planning & Performance team sits within the Chief Operating Office (COO). Our mission is to strengthen how Homes England plans, measures, and improves delivery across the Agency. We lead the annual business planning process, support operating plans across the organisation, and provide senior leadership with the performance insight and assurance needed to monitor delivery against corporate priorities.
Reporting directly to our Director of Business Planning and Performance, you will join an experienced leadership team dedicated to driving a strong, evidence-based performance culture during a period of exciting organisational transformation.
The Roles: Choose Your Path
While all three positions contribute to the wider leadership of the function, they require different areas of core expertise:
Head of Regional Performance Partnering
The Core Focus: Acting as the primary, trusted performance partner and strategic advisor to Regional Directors and their leadership teams.
Key Responsibilities:
- You will translate complex performance, financial, and delivery data into clear, actionable insight for regional decision-makers.
- You will provide constructive senior challenge on regional assumptions, delivery risks, profiles, and mitigations, ensuring local plans align seamlessly with overarching Agency priorities.
Ideal for: A collaborative leader with excellent stakeholder management skills who excels at navigating complex delivery environments and briefing senior executives.
Head of Performance Hub
The Core Focus: Establishing, leading, and continuously improving a centralised performance reporting function that acts as the "production engine" for the Agency.
Key Responsibilities:
- You will own the standard performance reporting operating model, managing workflow demand across reporting cycles.
- Your team will be responsible for producing core corporate dashboards, reports, Departmental returns, and Official Statistics, ensuring they meet the highest standards of data quality, consistency, and repeatability.
Ideal for: An operational delivery leader who thrives on process improvement, standardisation, automation, and leading diverse analytical teams to deliver high-quality outputs at pace.

Head of Performance Data & Systems
The Core Focus: Developing, managing, and driving the technical data architecture and systems capability that underpins all performance activity across the Agency.
Key Responsibilities:
- You will oversee extract-transform-load (ETL) processes, data modeling, repositories, and technical controls.
- You will manage technical demand across the function, translate business reporting requirements into practical technical solutions, and partner with wider Digital and Data & Analytics teams to ensure security, compliance, and architectural alignment.
Ideal for: A technical leader with a deep understanding of data engineering, system integration, automated reporting infrastructure, and robust data governance/assurance frameworks.
A Bit About You & What You'll Bring
Across all three roles, we are looking for established leaders who can navigate a complex corporate environment and cultivate high-performing cultures.
Essential Experience & Attributes:
- Senior Leadership: Proven track record of operating at a senior level, offering both collaborative support and constructive challenge to executive stakeholders.
- People Capability: Significant experience in leading, developing, and motivating diverse or technical teams, creating an inclusive and continuous-improvement culture.
- Analytical Thinking: A highly developed ability to cut through complex information, solve strategic problems, and ensure robust data governance and quality assurance.
- Change Delivery: Comfort with ambiguity, resilience, and a proven ability to lead teams through organizational improvement and technical or operational change.
Qualifications:
- Degree-level qualification or equivalent professional experience is essential for all roles.
- Professional training or a qualification in related disciplines (such as data engineering, finance, project management, performance, or process improvement) is highly desirable.
