Job Description

Head of Asset Programmes & Capital Investment

Location: Sutton

Daily Rate:
£471.44 (PAYE) | £619.96 (Limited Company/Umbrella)

We are recruiting for an experienced Head of Asset Programmes & Capital Investment to lead the planning and delivery of a significant housing investment programme for a well-established social housing organisation.

This is a senior leadership opportunity for someone with a strong background in asset management, capital works and data-driven investment planning. You'll be responsible for developing long-term maintenance programmes, ensuring compliance with housing standards and delivering improvements that provide lasting value for residents.

The Opportunity

Working at a strategic level, you'll oversee the development of a multi-million-pound capital investment programme, using asset intelligence, stock condition information and resident insight to prioritise works across the housing portfolio.

You'll lead a specialist team, manage key stakeholder relationships and ensure investment decisions support regulatory compliance, sustainability objectives and excellent customer outcomes.

Key Responsibilities

  • Lead and develop the Asset Programmes team, promoting a culture of collaboration and continuous improvement.
  • Create and manage long-term planned investment programmes for housing assets.
  • Ensure stock condition data remains accurate and is effectively used to inform future investment decisions.
  • Develop capital works programmes that maximise value for money while improving the quality of residents' homes.
  • Support delivery of government housing standards, energy efficiency targets and wider regulatory requirements.
  • Oversee procurement planning for major investment projects, ensuring compliance with relevant legislation and internal governance.
  • Work closely with colleagues, contractors and external partners to deliver successful programmes.
  • Promote meaningful resident engagement throughout the planning and delivery of improvement works.
  • Monitor programme performance, budgets and reporting to ensure projects remain on track.
  • Identify opportunities to improve processes, data quality and overall service delivery.

  • Significant experience managing planned investment or capital works programmes within social housing.
  • Strong leadership and people management skills.
  • A proven ability to develop investment strategies using asset and stock condition data.
  • Good understanding of housing legislation, compliance requirements and regulatory standards.
  • Experience overseeing procurement and contract delivery for major works programmes.
  • Excellent analytical, organisational and stakeholder management skills.
  • Experience managing substantial budgets and delivering value for money.
  • A collaborative approach with the ability to build strong working relationships across a range of teams.

Desirable

  • Membership of, or qualification with, a recognised professional body such as RICS, CIOB, or an equivalent construction or property-related qualification.
