Job Overview

The post holder is a Senior Finance professional within the Finance department with responsibility for:
- The strategic direction
- Development, project and operational management
- Business Systems team
They ensure the operational management of efficient and effective Business Systems and related business intelligence for BCULHB and WAST.
The ability to speak Welsh is desirable. Welsh and/or English speakers are equally welcome.
Main Duties & Responsibilities
- Standardise and improve business processes and applications through continuous business transformation and ongoing improvement
- Ensure business systems and related systems are successfully maintained and managed while delivering the highest quality customer service
- Efficiently resolve customer issues to deliver seamless outcomes
- Ensure business applications remain fit-for-purpose, delivering correct benefits and being effective and efficient
- Lead a highly skilled team to provide right functionality for current and future business requirements

Person Specification
Education
Essential Criteria
- Master’s degree (or equivalent professional/vocational qualification + industry experience)
- Recognised qualification in at least one IT-related discipline
- ITIL certification (or equivalent experience)
Desirable Criteria
- PRINCE2 qualification
Experience
Essential Criteria
- Substantial experience in:
- IT Systems Project/Portfolio Management
- Business Systems Development
- Expertise in:
- Introducing/implementing new Business Systems
- Adhering to standardised processes (e.g., PRINCE2)
Desirable Criteria
- Recent NHS leadership experience
Knowledge & Skills
Essential Criteria
- Budgetary control & governance (risk, assurance & resource allocation techniques)
- Strong leadership & change management skills
- Ability to drive transformation in engagement-driven environments
- IT security standards (best practices for IT and Business Systems)
- Workload management —prioritising demands under fluctuating conditions
- Partnership working —collaborating with internal and external stakeholders
