Head of Business Systems - INTERNAL

Senior Finance Professional – Business Systems Team Manager

The post holder is a Senior Finance professional within the Finance department, responsible for:

  • The strategic direction, development, project and operational management of the Business Systems team
  • The operational development and management of efficient and effective Business Systems and related business intelligence for BCULHB and WAST
  • Co-ordinating services across North Wales, including Betsi Cadwaladr University Health Board (BCUHB)

The ability to speak Welsh is desirable, but Welsh and/or English speakers are equally welcome to apply.


Main Duties

The Senior Finance Professional will:

  • Standardise and improve business processes and applications through ongoing business transformation and continuous improvement
  • Ensure business systems and related systems are successfully maintained and managed, offering the highest quality of customer service and efficiently resolving issues
  • Deliver business applications that are:
    • Fit for purpose
    • Deliver the correct benefits
    • Effective and efficient
  • Lead a highly skilled team to ensure systems meet current and future business requirements
  • Oversee strategic decision-making and resource management to support operational financial viability

Detailed Job Description & Main Responsibilities

Management of Business Systems

Corporate Responsibility:

  • Lead the Business Systems team to deliver a quality service aligned with good practice [ITIL], covering:
    • Incident resolution
    • Helpdesk support
    • Business Systems applications and databases
    • Business Intelligence
    • System deployment
    • Disaster recovery and Business Continuity planning

Person Specification

Education (Essential Criteria)

  • Masters Degree or equivalent professional/vocational qualifications in management or finance-related disciplines
  • Recognised qualification in one or more IT or related disciplines
  • ITIL qualification or equivalent experience

Desirable: PRINCE2 qualification

Experience (Essential Criteria)

  • Substantial experience in:
    • IT and Business Systems project management
    • Development and implementation of Business Systems
    • Working to standard frameworks (e.g., PRINCE2, ITIL)

Desirable: NHS leadership experience

Knowledge & Skills (Essential Criteria)

  • Strong understanding of:
    • Budgetary control
    • Governance, risk, and assurance procedures
    • Resource allocation
  • Leadership and change management skills with experience driving organisational transformation
  • Knowledge of IT security standards and best practices for Business Systems
  • Ability to:
    • Prioritise and resource workloads in response to shifting demands
    • Collaborate with internal and external stakeholders to foster successful partnerships
