The Role
As Head of Value Stream Portfolio Office in WCL you’ll set the central management structure across the Value Stream covering all lending programmes and strategic initiatives. You’ll support the Value Stream Leadership team to manage Run the Bank (RTB) and Change the Bank (CTB) activity across markets for a lending portfolio of around $280bn in assets generating around $5.2bn of revenue per year. The role brings together governance, financial planning and control, business case oversight, communications and reporting and coordination with procurement and HR. You’ll oversee change management personnel across lending programmes and help ensure delivery stays aligned to the target future state for the end-to-end lending process. Success means clear governance, transparent programme health, strong financial control and measurable outcomes through OKRs and KPIs. You’ll work with senior stakeholders across lines of defence and other global businesses to coordinate delivery and strengthen operational effectiveness and control.

What you'll be doing
- Establish and run global, regional and country governance forums aligned to Value Stream requirements and best practice
- Direct the central portfolio office team and provide oversight across regional contacts and the wider lending organisation
- Oversee RTB and CTB portfolio governance including standards, controls and transparency of programme health
- Define and embed financial management frameworks across WCOO WCL RTB and CTB funding including AOP and change budgets
- Manage business case development and annual operating plan activity including financial tollgates and Finance engagement
- Set OKR and KPI measurement mechanisms and oversee benefits tracking across lending programmes
- Strengthen operational effectiveness and the credit and lending control environment including audit issues tracking and oversight
- Create communications, reporting and engagement frameworks including executive-ready reports and presentations
- Coordinate administration of the lending function including relationships with procurement and HR
- Oversee product ownership governance for systems where WCL retains BAU ownership
What we're looking for
- Bring proven experience managing complex portfolios of programmes and strategic initiatives in a regulated environment
- Demonstrate strong knowledge of commercial lending including key business drivers and associated risk factors
- Show established capability in financial planning, financial control, budget management and benefits tracking
- Apply structured judgement to prioritise critical issues and support timely decision making at senior executive level
- Communicate clearly across written, verbal and presentation formats including executive-level reporting
- Build effective partnerships across lines of defence, global businesses and external suppliers to coordinate outcomes
- Set and embed governance standards that balance autonomy, control, innovation and transformation
- Manage teams directly and remotely within a matrix structure including coaching and oversight across regions
- Maintain oversight of operational risks associated with delivery solutions considering legal, regulatory and technology change
