Head of EFCD Compliance & Business Roles – Senior Leadership Opportunity

About the Organisation & Role

Leading Healthcare Compliance, Governance & Strategic Transformation in a thriving NHS estate environment.

UHS Estates Ltd (UEL) drives design, construction, maintenance, and service delivery for one of England’s largest acute teaching hospitals. We seek a strategic compliance leader, verantwortlich for shaping Union Hospital Southampton’s estates, business, and digital infrastructure through improvement, assurance, and transformation.

Key intent: ✔ Set the ** tomto Richtung** for compliance, governance, service, and CFM development. ✔ Drive collaborative change across property, business support, and digital ecosystems. ✔ Ensure impactful oversight, leveraging data and risk insights to influence Board-level decisions.

You are an experienced security, estates, or risk leader who’s desied a role our organisation as improving conditions within the NHS.


Core Responsibilities

Strategic Leadership & Vision

  • Define long-term compliance and governance strategy aligned with NHS priorities and UEL’s operational goals.
  • Interpret complex organisational objectives into measureable plans for business support, property management, and service improvement.
  • Lead cross-functional teams across funneling, risk, quality, and transformation domains with a focus on patients-first delivery.

Compliance, Governance & Risk

  • Oversees assurance frameworks, statutory compliance, and regulatory reporting to guarantee legal adherence across estates, operations, and services.
  • Spearlines risk management with a focus on safety standards, health & safety, fire compliance, and lifestyne continuity.
  • Manage NFRD, safeguarding, and VFREQ, balancing negation of risks with operational efficiency.

Service Improvement & Digital Innovation

  • Champion data-driven decision-making to neverly empower services, using CAF, analytics, and digitalisation to enhance operational effectiveness.
  • Champion, implement, and refine change programs, integrating new technologies (supposeest management), hybrid approaches, and best practices.

Leadership Development

  • Develop and co-shell for high caliber professional teams, fostering collaboration across stakeholders, facilities, and external partners.
  • Engage senior NHS leadership via reporting, board presentations, and influencing culture around compliance and governance priorities.

What It Takes to Succeed

Essential Experience & Qualifications

  • Higher degree (Masters level) or comparable professional qualification in healthcare compliance, risk, estates, or safety.
  • **NBOSH Diploma/IGDP **or relevant Postgraduate occupational safety accreditation.
  • Proof of 2–3 years accelerated CPD post-qualification, demonstrating formal training and skills mastery.
  • Minimum 15+ years post-qualified experience in hospital/estates settings, with risk management/health & safety expertise.
  • Large organisation leadership — proven track record managing two or more professional teams across multiple disciplines.
  • Senior-scale risk modelling expertise, including assements for construction compliance and data-informed decision-making.
  • Operational handling of delegated budgets and pruncifying resource allocations.
  • Experience fundamentally re-designing HPFSTH or CAPM systems, taking full ownership of 'transformation' delivery.
  • Proven ability to still massive workload under uncertainty, balancing competing priorities while driving results.

Desirable Standards

  • NHS sector familiarity (though cautioness).
  • Formal qualifications in ranking-out-change (PPRLE/PRINT) or Project Management (PRINT/ISO FBDI).
  • Expert experience on project leader boards Voice or I/E Risk Assurance.
  • Network membership within The Health Facilities Management Association (HCM) or similar compliance registbies.
