Head of Data & Evaluation – Impact on Urban Health

About the Role

The Data, Evaluation and Learning team ensures evidence is used to drive impact in Lambeth and Southwark, advancing understanding of urban health. The Head of Data & Evaluation leads the organisation’s approach to data, research, and evaluation, setting standards and shaping Impact on Urban Health’s core evidence base. The role oversees a specialist team, ensures high-quality, equitable insights, and provides expert guidance across the Foundation.

Key Responsibilities

  • Lead the integration of data and evaluation across all work, from evidence input to analysis and decision-making.
  • Set the strategic direction for a mixed-methods research programme aligned with understanding needs and impact while ensuring equity and proportionality.
  • Design and oversee data and evaluation plans generating insights for internal and external purposes, collaborating with senior leaders across Impact on Urban Health.
  • Develop and embed an evaluation culture, working with programme and partner teams to define and understand impact in complex, place-based work.
  • Oversee priority research outputs, articulating urban health perspectives in Lambeth and Southwark.
  • Set and enforce standards for data quality, evaluation rigor, and ethical practice, ensuring transparency in evidence limitations.
  • Collaborate with the Head of Learning to align evidence with organisational priorities and funding decisions.
  • Commission and oversee research and evaluation projects, ensuring alignment with strategic goals and operational efficiency.
  • Build strategic partnerships, integrating data, health outcomes analysis, and lived experience to advance health equity.
  • Implement the Data, Evidence & Learning strategy alongside other team Heads.
  • Maintain expertise in urban health evidence and promote thought leadership.
  • Provide line-management support for Evaluation & Learning Manager(s) and Data & Research Manager.
  • Develop plans to achieve data, research, and evaluation objectives.
  • Champion a culture of learning and evidence-informed decision-making.
  • Support other Foundation departments and deputise for the Director of Data, Evaluation and Learning when needed.

Required Skills and Attributes

  • Strong expertise in quantitative and qualitative methods, adaptable to different contexts.
  • Excellent stakeholder management, including collaboration with senior leaders and external partners.
  • Clear and persuasive communication, able to articulate complex findings to specialist and non-specialist audiences.
  • Ability to balance strategic vision with operational delivery.
  • Confidence in constructive challenge and questioning assumptions.
  • Collaborative leader who bridges disciplines and functions.
  • Commitment to responsible, ethical, and equitable research and evaluation practices.

Desired Knowledge, Experience and Qualifications

Essential:

  • Extensive experience leading social research and evaluation in a social sector context.
  • Skills in translating complex evidence into influential insights and recommendations.
  • Experience accessing, assessing, and synthesising secondary research for strategic decision-making.
  • Ability to influence policy and practice through evidence, including evaluation of influencing efforts.
  • Proven track record in strategic project leadership, prioritisation, and managing executive teams.
  • Experience commissioning and managing external partners for research and evaluation.
  • Experience in line management, supporting team performance, development, and delivery.

Desirable:

  • Knowledge of urban health, health inequalities, or social determinants of health.
  • Advanced quantitative data literacy, including public health datasets and complex data visualisation tools (Tableau, alternatives).
  • Familiarity with systems change and place-based evaluation approaches.
  • Experience in community-based or participatory research.
  • Evidence of thought leadership in data or evidence, such as publications, speaking engagements, or sector influence.
