Are you ready to work within a high-performing Local Authority Education Directorate? We are seeking an exceptional strategic leader to take on the role of Head of Education Capital & Sufficiency.
This is a high-profile leadership position, responsible for ensuring the appropriate education provision is available at the right place and time for every child and young person.
About The Role
You will play a critical role in shaping the future of education across highly academised systems, working closely with:
- Education settings
- trusts
- dioceses
- regional stakeholders
- elected members
- central government bodies including the Department for Education (DfE)
Key Responsibilities
- Strategic Sufficiency Planning
- Lead the strategic planning process for education sufficiency across all phases (early years through to post-16) to ensure provision meets current and future demand.
- Education Capital Delivery
- Hold strategic responsibility for multi-million-pound capital projects, including mainstream and SEND provision.
- School Organisation & Planning
- Lead the Council’s approach to school expansions, new school openings, and reorganisation, ensuring statutory compliance and high educational standards.
- Admissions & Transport
- Act as the strategic lead for school admissions, contribute to oversight of home-to-school transport policy, and oversee commissioning activities.
- SEND Sufficiency & Inclusion
- Provide leadership for SEND sufficiency, ensuring local area improvement and readiness for ofsted inspections.
- Partnerships & Collaboration
- Foster strong working relationships with academy trusts, early years providers, colleges, and regional partners to achieve systemic education outcomes.
- Leadership & Team Development
- Develop and lead a high-performing team, while contributing to the strategic direction of the Education Directorate.

About You
This senior-level leadership position requires you to:
- Demonstrate a track record of delivering complex strategic change in education or children’s services.
- Possess significant experience in:
- Strategic sufficiency planning and system leadership
- Understanding of the English education system, including SEND, admissions policies and statutory school obligations
- Experience working with elected members and central government, providing authoritative advice in complex environments.
- Ability to lead large-scale programmes, policy development, and capital investment projects.
- Exceptional stakeholder engagement and influencing capabilities, particularly across multi-organisational boundaries.
- A commitment to driving inclusion, equity, and positive outcomes for children and young people.
- Hold or be equivalent to a relevant professional qualification in school estate planning, commissioning, or education planning.
Essential Professional Qualifications
A senior-level qualification or equivalent experience in estates planning, commissioning, or education planning is mandatory.
