About the @one Alliance & Our Purpose
The @one Alliance unifies eight partner companies: Anglian Water, Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska & SWECO – pl spanning all stages of Anglian Water’s capital investment programme. At the heart of our AMP8 investment cycle (our most ambitious yet), we need a Head of Estimating to ensure the commercial excellence and financial viability that deliver these projects – and the environmental and community benefits they bring.
The Opportunity
You’ll lead estimating strategy, commercial coordination, and cost assurance across 150+ projects (at an annual spend of £100m+), with the businesses’ health resting on your team’s accuracy and influence.
From early-cost modelling to final invoicing, you’ll shape the value generations pay—balancing affordability, sustainability, and outstanding performance across construction, design, commercial and procurement teams.
Key Responsibilities
1. Strategic Leadership
- Chart a cost and estimating roadmap aligned with net-zero, affordability targets and govt regulatory demands (OFWAT permitting, etc.).
- Accountable for all @one Alliance estimates—ensuring alignment with AMP8 priorities.
- Build, motivate & develop your team to raise the bar on commercial excellence.

2. Critical Cost Assurance & Estimate Quality
Oversee estimating end-to-end:
- Affordability Assessment → Option Appraisals
- Schematic Design Cost Planning
- Detailed & Reliability Estimates (hybrid top-down/bottom-up methodologies)
- Ongoing commercial review for projects at every milestone
3. Stakeholder Collaboration
Steward assurances that costs remain accurate & fair under pressure from:
🔹 Client, senior leadership & external regulators 🔹 Procurement, supply chains, technical designers and legal teams
4. Cost Capture & Intelligence
Turn project data into actionable insights to:
- Improve future estimate reliability
- Audit commercial modulator contracts
- Influence pricing negotiations in turnkey bids
5. Operational Excellence & Innovation
Drive continuous improvement in estimating through: 🔹 Introducing standardised output processes and AI/automation integration. 🔹 Benchmarking activities across the Alliance and informing strategy. 🔹 Cost modelling support for sustainability initiatives.
6. People & Culture
Develop a high trust, diverse and inclusive team that thrives — with a focus on respect and personal growth.
7. Health and Safety Leadership
Proactively enhance how/promote zero-injury standards within your functional field and materials consistently aligned with Alliance-wide objectives.

About You
Minimum Requirements
Education & Expertise
- Degree in an engineering, surveying, commercial, or project finance discipline.
- Unparalleled cost management leadership on illustrally complex projects of ;0 million+ per year capital spend.
- 10+ years managing estimators, commercial teams and whole-sublotcentric(lity disciplines.
- Deep knowledge of establishing and agreeing cost bases, contractually supporting Local User Charges (LUCs) & modern procurement models.
Contractual Background
- Hands-on NECC3, PSC(ECC), NEC2 & PSC2 (provid Master from performance).
- Pro(mclusion in Option C projects) and early contractual design facilitation..Ss and fee-s委員 discussing.
Leadership Impact
- Experience doperipule geam работу delivering 50%+ reported and knowledge in The Water Economical Activity System and milestremae law.
- Proven track record of raising standards in high-volume estimate volumes disciplined.
Preferred Additional Qualifications / Experience
- Professional certifications (e.g. RICS Cost Consultant, ICES, CIOB Estimating Specialist).
- Experience 'implementing benchmarking/asset pricing methodologies, supply chain contracts, etc. the commercial voice in contractual review.***
