Head of Facilities Management & Compliance

Contract: Interim

Rate: £650 per day

IR35: Inside

Working Pattern: Hybrid

Together with a council in London we are looking for an experienced senior FM professional to take ownership of two areas that cannot afford to operate in isolation: the safe, compliant operation of its estate and the effective delivery of its Facilities Management services.

This is a broad leadership role covering statutory building compliance across corporate, school, and community assets, alongside responsibility for a large and complex Facilities Management function.

The Council is also progressing its FM service structure, so this isn't simply a case of keeping existing services running. You'll be expected to provide leadership through change, bring clarity to a hybrid delivery model, and ensure the FM function is aligned with the Council's wider Asset Management Strategy.

What You'll Actually Be Doing

  • You'll lead the strategic and operational delivery of Facilities Management across a diverse public estate, managing both Hard FM and Soft FM services.
  • Overseeing statutory compliance relating to health and safety, fire safety, and water hygiene, while also ensuring the day-to-day delivery of services such as Cleaning, Security, and Catering.
  • Managing a combination of directly delivered services and high-value external contracts, making sure performance, quality, cost, and compliance are properly controlled.
  • Supporting the implementation of a new FM service structure. Understanding the operational reality of the existing service, identifying where improvements are needed, and helping establish a structure that can deliver effectively over the long term.
  • Acting as the key technical link between Facilities Management and the Assistant Director for Property & Asset Strategy, ensuring FM priorities are properly reflected within the wider Asset Management Strategy.
  • Supporting the development of long-term capital maintenance and lifecycle replacement strategies, helping the Council make informed decisions about the future resilience and sustainability of its corporate estate.

About You

This role will suit an experienced FM leader who is comfortable operating in a complex public sector environment.

  • Strong background across both Hard and Soft FM and a proven understanding of statutory building compliance.
  • Experience managing large, multi-disciplinary teams and balancing directly delivered services with high-value external contracts.
  • Local authority experience is essential. Understanding the additional complexity of managing public buildings, schools, community facilities, and corporate assets, as well as the governance and accountability that come with operating in a council environment.
  • Experience supporting or leading FM transformation, restructuring, or the implementation of new service models. A role for someone who can manage the immediate operational pressures while keeping sight of the longer-term strategy.
