We have an exciting opportunity for a Head of Highways, Transport & Parking to join us!

This is a full-time, permanent role with hybrid working, and a salary of £69,083 – £75,442 per annum.

This is an excellent opportunity for an enthusiastic Head of Transport, Highways & Parking to join our Neighbourhood Services leadership team.

The Role

Reporting directly to the Assistant Director for Neighbourhood Services, this is a key leadership role at the heart of some of our most high-profile and resident facing services. You will develop and oversee the implementation of the council’s strategies and service delivery for highways, transport and parking. This includes managing the council’s highways and public transport contracts, traffic management, street works and permitting, transport policy, road safety, parking and a significant programme of capital works.

Your Role Will Involve

  • Providing effective leadership aligned with the council’s values.
  • Managing internal teams, external consultants and contractors.
  • Providing clear, balanced and accurate advice to elected members.
  • Ensuring effective budget management of services and projects.
  • Ensuring statutory duties are met (e.g. Highways Act and Traffic Management Act requirements).
  • Delivering agreed service priorities and projects. Overseeing development and delivery of the Local Transport Plan.
  • Supporting wider Place directorate and council aims.
  • Writing and presenting reports, including Cabinet papers.

  • A strong, collaborative leader who drives service excellence.
  • Experience of managing and developing highways, transport & parking services.
  • Strong budget, contract and project management skills.
  • Excellent communication and relationship building skills.
  • Strategic thinking and problem-solving skills.
  • Ability to develop and manage strong and effective partnerships.
  • Proven track record of delivering and improving services.
  • Familiarity with practices, trends, regulations, and techniques related to highways, transport and parking.
  • Experience of managing capital and revenue budgets and resources.
