About the Role
This is a key leadership position within the Neighbourhood Services directorate, reporting directly to the Assistant Director for Neighbourhood Services. You will oversee a critical suite of public-facing services, including:
- Strategy & service delivery: Develop and implement council-wide policies for highways, transport, and parking, ensuring alignment with statutory duties (e.g., Highways Act and Traffic Management Act).
- Contract & partnership management: Oversee contracts for highways maintenance, public transport and street works, as well as engaging with consultants, contractors, and external stakeholders.
- Budget accountability: Lead capital and revenue budget management, ensuring efficient financial oversight of services and projects.
- Service excellence: Drive improvements in traffic management, transport policy, road safety, permitting, and parking operations.
- Strategic leadership: Support the Local Transport Plan, work cross-directorately to advance Place-based objectives, and partner with electoral members, residents and agencies.
- Governance & reporting: Author Cabinet papers, write strategic reports, and collaborate with internal teams to deliver service priorities.

Responsibilities
The successful candidate will be expected to:
- Lead with clarity: Align direct line management and strategic decisions with RBWM’s core values.
- Balance priorities: Provide evidence-based advice to elected members on high-impact service matters.
- Uphold accountability: Ensure compliance with regulatory, statutory, and corporate safeguards.
- Stakeholder engagement: Build trust through effective communication with all levels of colleagues, communities, and partners.
- Project delivery: Manage multi-disciplinary projects, including major capital programmes.
- Innovative problem-solving: Drive process efficiencies, risk mitigation, and sustainability outcomes for transport and highways services.
- Inclusive leadership: Create an environment that fosters collaboration, diversity and empowerment.
Requirements
To excel in this role, we seek candidates with:
✅ Leadership: A proven record of managing and leading complex teams, with a focus on service delivery excellence. ✅ Specialist expertise: Extensive highways, transport and parking management experience, including:
- Contract & procurement oversight
- National and local regulations (e.g., DfT guidance, local transport and parking plans)
- Traffic management, transport strategy, and road safety planning
- Permitting, street works coordination
- Neighbourhood-based service design ✅ Financial acumen: Strong background in budgeting, capital investment, and revenue forecasting (including revenue streams from parking enterprise). ✅ Change leadership: Ability to align political, technical, and operational interests, and deliver ** measurable improvements**. ✅ Progressive partnership working: Experience cultivating cross-agency and community collaboration. ✅ Stewardship mindset: Understanding of equality, sustainability and social value in delivering transport services. ✅ Presentation & influence: Skilled in compelling report-writing, presentations to important stakeholders, and advising on strategic decisions.
