Head of Infrastructure Innovation
Department: Built Environment & Local Growth Location: London and Milton Keynes Compensation: £68,890 – £79,386 per year Contract Type: Permanent (Full Time, 9-day fortnight)
About the Role
You will lead and grow CPC’s Infrastructure Innovation team within the Built Environment directorate. This is an opportunity to build a team driving innovation services at the heart of the UK’s infrastructure delivery ambitions, collaborating with major clients, government, regulators, and industry leaders.
CPC’s heritage in transport infrastructure includes i3P (Infrastructure Industry Innovation Partnership), a national platform uniting clients, supply chains, and innovators to solve shared challenges. Your role will expand this collaboration, transforming it into scalable delivery—addressing systemic barriers in energy, water, utilities, and transport while fostering the growth of innovative businesses from concept to market adoption.
You will shape multi-partner programmes, embed new approaches within industry practice, and strengthen focus on whole-life performance—beyond design and construction. Key responsibilities include:
- Setting strategic direction for the team.
- Leading high-impact programmes and stakeholder engagement.
- Owning budgets, compliance, and performance.
- Expanding expertise in innovation, sustainability, and digital transformation.
Candidates must demonstrate credibility across the infrastructure value chain, with experience in capital delivery, regulatory engagement, and large-scale collaboration. A proven track record of partnerships, execution, and system-level influence is essential.

Key Responsibilities
Team Leadership & Innovation Delivery
- Shape and lead innovative delivery projects/strategies to align with industry needs.
- Manage senior stakeholder relations to secure buy-in and partnership alignment.
- Develop and amplify thought leadership in infrastructure innovation.
- Oversee programme budgets and act as Senior Responsible Owner (SRO) for critical projects.
Business Development & Collaboration
- Identify and qualify business opportunities with clients, working closely with account leads and teams.
- Manage the pipeline and CRM compliance, driving revenue targets.
- Develop propositional collateral to enhance market positioning.
- Liaise with Legal & Commercial teams for contracting.
Professional Growth & Cultural Impact
- Mentor junior colleagues and coach professional development.
- Foster an equitable, inclusive, and diverse work culture.
- Drive engagement in professional community events and internal communications.
- Ensure continuous improvement in processes, performance, and behaviour.
Skills, Knowledge & Experience
- Leadership: Build and nurture high-performing, inclusive teams with a focus on sustainability.
- Stakeholder Management: Experience working with C-level executives (public & private sectors).
- Delivery Expertise: Hands-on experience in major capital programmes, utilities, energy, or transport.
- Innovation Focus: Skills in productivity, carbon reduction, safety, digital construction, or whole-life asset management.
- Strategic Partnerships: Track record of turning collaborative ambition into real-world delivery.
- Commercial & Procurement: Familiarity with public/private sector procurement frameworks.
