Head of Mobilisation
Head of Mobilisation – Permanent Position

About the Role
The Head of Mobilisation is responsible for leading the operational mobilisation model across the MEH Programme, ensuring the programme can safely, effectively, and efficiently mobilise resource capability at scale.
The role leads the end-to-end mobilisation operation across supply and pipeline management, mobilisation flow, deployment coordination, and operational control, working closely with Strategic Resourcing and supported by independent Readiness & Assurance services.
This is a programme-critical operational leadership role focused on ensuring the right people are available, mobilised, and deployed at the right time to support programme delivery.
Key Responsibilities
Mobilisation Operations Leadership
- Lead the operational mobilisation function across the MEH Programme
- Establish and maintain a scalable mobilisation operating model capable of supporting programme growth
- Drive operational discipline, visibility, and accountability across mobilisation activities
- Ensure mobilisation activity supports programme delivery priorities and workforce plans
- Create a high-performing mobilisation culture focused on pace, control, and delivery
Supply & Pipeline Management
- Oversee operational management of approved resource demand
- Ensure demand progresses visibly and efficiently through the mobilisation pipeline
- Coordinate sourcing activity across partner organisations and recruitment teams
- Monitor pipeline ageing, bottlenecks, and mobilisation risks
- Drive mobilisation recovery activity where supply issues arise
- Support implementation of best athlete mobilisation principles
- Ensure mobilisation reporting and operational visibility are maintained

Deployment & Coordination
- Oversee deployment planning, workforce coordination, and mobilisation sequencing
- Ensure resources are deployed effectively in line with programme priorities
- Maintain visibility of mobilisation status, deployment readiness, and operational flow
- Coordinate mobilisation interfaces with programme delivery teams and operational leaders
- Escalate deployment risks and operational constraints early
Operational Governance & Performance
- Lead mobilisation operational cadence, reviews, and escalation processes
- Monitor mobilisation performance against agreed SLAs and operational expectations
- Ensure operational mobilisation dashboards and reporting remain accurate and visible
- Drive operational performance improvement and mobilisation resilience
- Support governance reviews, operational assurance, and programme reporting
Partner Coordination & Accountability
- Work collaboratively with partner organisations, recruiters, and operational stakeholders
- Ensure approved demand is actively supported and progressed operationally
- Challenge delays, inactivity, and mobilisation underperformance appropriately
- Support mobilisation escalation and recovery activity where required
- Promote operational transparency, responsiveness, and delivery focus across the mobilisation model
Strategic Alignment
- Work closely with the Head of Strategic Resourcing to align operational mobilisation activity with future workforce demand and capability planning
- Support mobilisation planning for future programme growth and resource requirements
- Provide operational insight into mobilisation constraints, risks, and delivery challenges
- Support implementation of UKG-enabled workflows, reporting, and operational visibility

- Strong stakeholder and coordination skills
- Confidence in escalating issues and driving operational accountability
- Strong process, reporting, and operational discipline
- Ability to operate effectively at pace within complex organisational structures
- Calm, structured, and delivery-focused leadership style
