Across Torfaen and Blaenau Gwent in South Wales, our councils are doing something genuinely different. As Wales’ first and only federated councils, we’re pioneering a new leadership model that brings two sovereign unitary authorities together around shared ambition, aligned leadership and collective impact. Both councils are also the first Marmot councils in Wales, embedding a clear commitment to tackling inequality, improving wellbeing and focusing on long-term outcomes through everything we do.

This role will keep our promises about improving the cleanliness and enjoyability of neighbourhoods across the boroughs. Covering streetscene, litter, cleansing, parks, playground and cemeteries, you’ll lead a committed and hard-working team of frontline operatives who are proud of the difference they make. You’ll develop and implement innovative ways of planning and delivering work, co-designed with residents and rooted in the Marmot principles of wellbeing. It’s a hugely attractive opportunity to do pioneering work in one of the most visible and important responsibilities we have.
Candidates will demonstrate an excellent understanding and grasp of this area, and will have comprehensive practical leadership experience of all aspects of the portfolio – including regular liaison with elected members, for whom this is a hugely important issue. Experience of managing large multi-disciplinary teams and significant (£6.2m) budgets is essential, and strong candidates will additionally bring a consistent track record of service improvement, performance management and delivering measurable operational outcomes.
