Head of Portfolio - Intelligence Solutions

Global Grade: GG15 Location: Farnborough or Malvern Role Type: Permanent – Full Time


Role Purpose

To lead the growth of the Intelligence Solutions business by creating a cross-cutting capability and ensuring business alignment to ISTAR and complex information systems integration, whilst supporting and developing people and crafting impactful cross-cutting offerings for the MOD.

Reporting to the Managing Director, Digital Intelligence, you will be accountable for:

  • Managing on-contract delivery
  • Shaping the digital growth strategy
  • Identifying and capturing new opportunities that align with the growth strategy

This role offers the opportunity to evolve QinetiQ’s (QQ) approach to ISTAR for the MOD, acting centrally and influencing investments and opportunities to deliver at pace in a rapidly evolving environment — leveraging QQ’s broader expertise.


Key Accountabilities

  • Growth Target: Lead the Intelligence Solutions business to generate +£60m (revenue) by Financial Year 2030, with project margins of >12%.
  • Skills Development: Collaborate with QQ’s functions (HR, Technical, PMO, etc.) and external partners to identify and develop skills essential for delivering value to customers.
  • Revenue Growth Strategy: Work with Business Development (BD) and Technical teams to develop and execute the Intelligence Solutions strategy, aiming to triple revenue for qualified opportunities.
  • Customer Relations: Drive and maintain existing and new customer relationships to heighten QQ’s value proposition, executing capture plans for strategic programmes.
  • Capacity Orchestration: Foster alignment across Integrated Delivery Teams, business units, and sectors to streamline QQ’s capabilities and offerings for the benefit of customers and across subsidiaries.
  • Operational Excellence: Collaborate with Operations and other departments to ensure the business has the resources required for customer-led success.
  • Governance & Risk: Apply rigorous governance frameworks to IDT delivery, maintaining high customer satisfaction, compliance standards, and best practices for safety and security.
  • Financial Planning: Ensure delivery targets of the ISP (Intelligence Solutions Plan) for annual orders, revenue, margin, operating profit, and cash are achieved.
  • Capability Investment: Develop robust investment plans to build essential skills and propel the business vision forward.
  • 5-Year Projections: Produce an annual 5-Year Order Intake Scenario aligned with the ISP, while creating a detailed multi-year delivery plan (starting with year 1).
  • Forecast Management: Maintain up-to-date financial and resource forecasts for IDT sales, customer contracts, and approved investment funding.
  • Talent Development: Nurture team potential through talent and succession planning, training, coaching, mentoring, and performance management, cultivating P3M (Programme, Project, and Portfolio Management) enhancements across the IDT.
  • Goal Alignment: Ensure IDT members adhere to Business Management System policies and functional requirements, while fostering aligned personal goals.
  • Leadership Example: Represent senior leadership in alignment with the Enterprise Leadership Framework, prioritising safety, security, and ESG.
  • Location Flexibility: Provide leadership across Malvern/Bristol/Farnborough teams, with operational deployment at customer locations as required.

  • Strategic Driven: Understand and integrate market dynamics, customer needs, competitors, and defence strategy to build growth strategies that drive profit.
  • Accountability & Ownership: Drive P&L (Profit & Loss) goals with agency for customer delivery outcomes.
  • **Leadership & Collaboration:**Strong people management, cross-functional team building, commercial acumen, and financial knowledge to run complex operations across QinetiQ and partner organisations.
  • Outcome Orientation: Focus on reaching outcomes over task completion (including strategic forecasting).
  • Stakeholder Influence: Masterful stakeholder engagement, negotiation, and advocacy skills.
  • Cross-Functional Leadership: Proven ability to develop cross-functional teams and harmonise diverse inputs for decision-making.
  • Market Awareness: Familiarity with market competition, suppliers, customer landscapes, and regulatory frameworks.
  • Talent Development: Foster long-term people and organisational growth, particularly in business-winning and technical teams, to fuel IDT expansion.
  • Autonomy & Adaptability: comfortably navigate complex organisational structures, self-modify roles to correspond with strategy, and drive forward momentum.
  • Security Standards: Ather credentials for UK MOD DV clearance (or ability to obtain it).

Experience & Qualifications

  • Financial Leadership: Demonstrated capacity to manage a P&L effectively.
  • Team Leadership: Strong management experience, coupled with assertive communication skills.
  • Strategy Execution: Past experience in formulating and executing strategic plans aligned with customer-centric insights.
  • Technical Insight: Ability to converse with customers and teams around technical challenges, solutions, data-driven decisions.
  • Stakeholder Engagement: Credible track record in senior customer relationships, influencer dynamics, and political/strategy management.
  • Sector Differentiation: Familiarization with the nuances of running a product-focused IDT vs. other support functions.
