About the Role
Referment is supporting a rapidly growing fire protection and building safety business in its search for a Head of Preconstruction—a senior leadership opportunity to lead, build, and scale a high-performing work-winning function during a critical phase of growth.
The ideal candidate is a specialist who thrives in structured, scalable environments, with experience managing businesses delivering £10M+ GBP turnover and driving operations toward £50M+ GBP+.
Key Responsibilities
- End-to-end preconstruction ownership, including:
- Tendering & estimating strategy to drive sustained revenue growth
- Bid leadership & work-winning strategies
- Commercial & technical risk management
- Client engagement & negotiations
- Fire safety design coordination
- Team leadership, recruitment, and operational transformation
- Digital tools, BIM, and process improvement

Requirements & Key Experience
Essential Qualifications
- Deep technical expertise in:
- Passive Fire Protection
- Building Safety (UK regulations)
- Knowledge of the Building Safety Act & CDM regulations
- Proven track record of:
- Building and scaling a preconstruction/estimating function from scratch
- Managing a high-volume tender pipeline
- Leading specialist subcontracting businesses with £10M+ GBP+ turnover
Leadership & Strategic Qualifications
- Record of measurable business growth through successful bid strategies
- 3+ years of professional stability, with a commitment to long-term business alignment
- Strategic commercial & estimating capabilities
- Expertise in digital construction tools (BIM, estimating software)
- High emotional intelligence & collaborative leadership style
- Ability to influence at senior/board level
