Head of Programme Construction – AMP 8 Programme (Anglian Water)

About the Role

We are seeking an exceptional Head of Programme Construction to lead Anglian Water’s next generation of construction delivery. This senior leadership position will drive the transformation of key infrastructure projects, ensuring they are completed safely, on time, on budget, and to the highest standards of quality, sustainability, and innovation.

The ideal candidate will provide strategic direction across regional construction programmes, overseeing governance, supplier relations, commercial performance, and stakeholder engagement. You’ll champion a culture of excellence, safety, and continuous improvement, while inspiring multidisciplinary teams to achieve their best.


Key Responsibilities

As Head of Programme Construction, you will:

  • Steer large-scale construction delivery by leading regional construction programmes through a team of Heads of Construction
  • Oversee end-to-end performance of major and minor construction projects, ensuring adherence to time, budget, and quality standards
  • Champion a proactive safety-first culture, embedding zero-accident principles and continuous improvement practices
  • Maintain governance and consistency across all programmes, aligning construction activity with sustainability and commercial excellence
  • Manage supplier and subcontractor performance, ensuring accountability, transparent contract compliance, and cost control
  • Support contract negotiations, value-driven tendering, and resource planning to optimise capability and productivity
  • Drive innovation—including digital solutions, constructability reviews, and embodied carbon reduction—while maintaining compliance with CDM, HSWA, and all relevant SHEQ standards
  • Promote sustainability by reducing waste and improving build efficiency across all construction operations

Requirements

succeeded in this role, you will have:

🔹 Degree-level qualification in a construction-related discipline (or equivalent industry experience) 🔹 Proven track record delivering complex, multi-disciplinary programmes—preferably in water, wastewater, or major infrastructure sectors 🔹 Expertise in CDM, health & safety, and environmental regulations, with a focus on risk management and compliance 🔹 Strong leadership experience, with the ability to inspire and develop high-performing, multidisciplinary teams 🔹 Excellent commercial awareness, programme management skills, and technical governance expertise 🔹 Outstanding communication and influence, strong stakeholder engagement abilities, and a collaborative mindset 🔹 Forward-thinking approach, with a focus on innovation, digital solutions, and sustainable construction
