Head of Project Controls

Location: Manchester | Industry: Consultancy | Focus: Major Power & Infrastructure Programmes

About the Role

A growing infrastructure consultancy seeks a Head of Project Controls to enhance its leadership for Project Controls capabilities across major UK infrastructure programmes—especially National Grid, power, and energy delivery.

This senior leadership role requires a candidate based in Manchester who can:

  • Shape, secure, and deliver Project Controls workstreams on complex, regulated programmes.
  • Combine strategic leadership, client engagement, business development, team growth, and high-quality project delivery.

The successful candidate will:

  • Grow the existing Project Controls division (service lines: planning, cost, risk, change, reporting, governance, and performance management).
  • Identify client opportunities, advance new engagements, support bids, and secure long-term Project Controls work.

This role is ideal for an experienced Project Controls leader who is:

  • Commercially astute.
  • Client-facing.
  • Capable of senior stakeholder engagement in infrastructure, power, or regulated capital programmes.

Key Responsibilities

  • Lead and expand the Project Controls function for major infrastructure, energy, and power programmes.
  • Broadcast and refine Service offerings, including:
    • Planning
    • Cost control
    • Risk management
    • Change control
    • Reporting
    • Governance
    • Performance management
  • Work closely with key clients to identify, design, and secure Project Controls workstreams.
  • Build senior client relationships, serving as a trusted advisor for project and programme controls.
  • Drive business development, including:
    • Bids & proposals
    • Client presentations
    • Framework development
    • Early-stage opportunity scouting
  • Oversee the Project Controls pipeline focusing on: utilisation, forecasting, and service-line performance.
  • Provide strategic leadership on live programmes, ensuring:
    • Strong governance
    • Accurate reporting
    • Consistent delivery standards
  • Recruit, lead, mentor, and cultivate a high-performing Project Controls team.

  • Proven leadership in Project Controls within a consultancy environment.
  • Expertise in Project Controls across:
    • Planning & scheduling
    • Cost management
    • Risk management
    • Change control
    • Reporting
    • Performance management
  • Experience on major programmes in:
    • Infrastructure
    • Power energy
    • Utilities
    • Transport
    • Water
    • Nuclear & defense
    • Regulated capital projects
  • Strong business development & sales skills, including:
    • Bid management
    • Client presentations
    • Framework proposals
  • Ability to lead teams and build Project Controls capability.
