About the Role
You will provide functional leadership and strategic direction for Health, Safety, and Environment (HSE) within Rolls-Royce Submarines Ltd (RRSL). Your responsibility will be to:
- Delivery of world-class HSE performance across submarine operations and construction
- Alignment of business and functional strategies to ensure safe operations
- Implementation of proactive risk mitigation and strategic governance frameworks
You will also partner with senior leaders to embed HSE excellence, ensuring effective leadership and execution of improvement initiatives.
Key Responsibilities
Strategic Leadership & Governance
- Develop and implement risk-based HSE programs tailored to RRSL’s operational context
- Ensure critical HSE controls are identified, maintained, and assured across all operations
- Drive management of change during major business modifications
- Lead HSE maturity improvement programs, including policy, process, and cultural change initiatives
- Represent the company in national and internal functional initiatives, ensuring global best practice applicability

Operational Leadership
- Champion "Putting Safety First" as a culture by leading by example
- Monitor and mitigate emerging risks, fostering a proactive safety mindset
Assurance & Performance Improvement
- Maintain compliance with legal and regulatory requirements (including nuclearer criteria)
- Design and oversee a risk-based HSE assurance program, measuring effectiveness and driving continuous improvement
- Conduct standardized HSE performance reviews using scorecards and trends to drive change
Incident & Learning Culture
- Lead investigation, review, and learning from incidents to prevent recurrence
- Coach senior leaders in active involvement during significant investigations
Stakeholder Engagement
- Develop and implement stakeholder engagement plans, including communication strategies to enhance HSE outcomes
- Build and maintain relationships with regulators, industry partners, and cross-functional teams
Capability Development
- Assess and define HSE capability needs, developing competencies to close gaps
- Ensure alignment with learning solutions and HSE team development plans
Requirements
Experience & Qualification
- 10+ years’ experience managing HSE functions in high-consequence environments
- Proven track record in:
- Leading major construction projects (with nuclear experience desirable)
- Managing major hazards, conventional safety, and safety culture
- Providing strategic HSE advice to senior leaders
- Obvious success in solving complex safety challenges and influencing decision-making

nationality & clearance requirements
- Must be a UK national or, in MoD-approved cases, a dual national due to work nature.
- Rolls-Royce provides support for security clearance if unavailable.
