Interim Head of Talent & Resourcing | Local Authority

Hybrid: 3 Days Per Week Onsite (Non Negotiable)

Pay: Circa £600p/d Umbrella (Inside IR35)

Location: North East London

Start: Immediate / ASAP

MUST HAVES / NON NEGOTIABLE:

  • TalentLink — recruitment/applicant tracking system.
  • iTrent — HR and payroll system
  • Public Sector - Local Gov Experience

Candidates should also understand safer recruitment, safeguarding requirements, and the recruitment challenges associated with critical frontline services.


We are supporting a large, complex local authority with the appointment of an experienced Interim Head of Talent & Resourcing.

This is a senior leadership position within the HR and Organisational Development leadership team, with responsibility for shaping and delivering the organisation’s talent acquisition, workforce planning, and resourcing strategy.

The successful candidate will provide both strategic direction and hands-on leadership, helping to strengthen the recruitment service, improve workforce planning, and reduce reliance on agency workers.

Key responsibilities will include:

  • Leading the organisation’s recruitment, talent, and succession-planning agenda
  • Developing workforce plans, talent pipelines, and retention initiatives
  • Leading executive and specialist hard-to-fill recruitment campaigns
  • Delivering an inclusive, values-based recruitment approach
  • Strengthening employer branding and candidate attraction strategies
  • Overseeing recruitment systems, processes, and redeployment activity
  • Using workforce data and insight to improve recruitment performance
  • Leading agency-to-permanent and agency-reduction initiatives
  • Providing leadership and development to the existing resourcing team
  • Acting as the organisation’s subject-matter expert for talent and resourcing
  • Representing the organisation within relevant public-sector recruitment networks

Essential experience:

  • Significant senior-level experience leading talent acquisition, recruitment, or resourcing services within a large and complex organisation
  • Extensive expertise across talent management, workforce planning, succession planning, and recruitment strategy
  • Strong experience of recruiting into high-volume, specialist, and hard-to-fill service areas
  • Experience developing and delivering inclusive recruitment strategies
  • Strong leadership, stakeholder-management, and partnership-working capabilities
  • Experience managing and developing professional recruitment teams
  • Excellent analytical skills and the ability to use workforce data to inform decisions
  • Degree-level qualification and/or substantial equivalent professional experience
