Managing Director, Head of Testing for Global Finance Regulatory Reporting
A strategic and highly experienced leader for the role of Managing Director, Head of Testing for Global Finance Regulatory Reporting. This role is pivotal in ensuring the firm's adherence to the highest standards of data governance and compliance, particularly with the Basel Committee on Banking Supervision's (BCBS) principles for effective Risk Data Aggregation and Risk Reporting (RDARR / BCBS 239). The role will provide executive leadership over all aspects of testing, including transactional data validation, conformance testing, and substantive testing programs, fostering a culture of accountability and continuous improvement.
Core Responsibilities

Strategic Leadership & Governance:
- Evolve the vision, strategy, and operating model for the global regulatory reporting QA function.
- Improve the comprehensive governance framework for testing, validation, and remediation across the firm.
- Partner with C-level executives, including Chief Risk Officers (CROs), IT leaders, and front-office business heads, to drive a "three lines of defense" model, remediate data quality issues, and ensure accountability.

Comprehensive Testing Framework Design & Execution:
- Continue implementation of a holistic testing and validation framework that encompasses transactional, conformance, and substantive testing methodologies.
- Oversee the execution of testing programs to evaluate the accuracy of upstream data, the effectiveness of internal controls, and the compliance of reporting systems with BCBS 239 principles.
- Establish robust testing standards, methodologies, and scripts to validate data lineage, aggregation logic, and stress testing outputs.

Data Integrity, Lineage, and Control Validation:
- Ensure end-to-end traceability and transparency of data, from raw transactional inputs to final regulatory reports, to meet and exceed regulator expectations.
- Oversee the establishment and validation of automated reconciliation and data quality controls across multiple platforms to ensure data integrity under both normal and stress conditions.
- Direct the assessment of the design and operating effectiveness of the firm's data governance frameworks (domains), IT architecture, and internal control environments.

Regulatory Compliance & Liaison:
- Serve as the firm's primary subject matter expert and senior liaison with external regulators and banking supervisors on all matters related to regulatory reporting quality assurance and testing.
- Ensure all reporting functions strictly conform to the 14 BCBS 239 principles and other global regulatory standards.
- Present testing results, remediation plans, and program effectiveness to senior management, audit committees, and regulatory bodies.

Team Leadership & Development:
- Lead, mentor, and develop a global, multi-disciplinary team of testing analysts, data governance professionals, and QA leaders, potentially across different time zones.
- Cultivate a strong control and audit-oriented mindset within the team, promoting rigorous standards and critical thinking.
- Manage resource allocation, performance, and strategic direction for the entire QA organization.
