Head, Performance and Oversight
About the Role
The Head, Performance and Oversight will play a critical leadership role within the Regulatory Oversight Directorate, supporting the Director in delivering the Legal Services Board’s (LSB) statutory oversight function.
This key position is responsible for leading day-to-day high-quality, risk-based, and evidence-led oversight of frontline regulators. The role focuses on the monitoring of regulatory performance, ensuring timely, proportionate interventions are implemented where necessary. The Head will champion an intelligence-led, proactive, and outcomes-focused approach to oversight, enabling the LSB to:
- Identify emerging risks early,
- Drive improvements in regulatory performance, and
- Protect consumers and the public interest.
Key Responsibilities
Operational Leadership & Delivery
- Lead oversight activities such as performance assessments, thematic reviews, targeted reviews, and regulator monitoring.
- Oversee coordination and management of regulatory reviews to ensure robust, evidence-based, high-quality outputs.
- Prioritise oversight work aligned with organisational risk appetite and Board priorities.
- Improve efficiency, consistency, and quality of oversight processes and outputs.
Regulatory Oversight & Decision Support
- Develop evidence-based analysis for statutory decision-making by the:
- Director
- Regulatory Oversight
- Chief Executive
- Board
- Monitor and escalate risks where enforcement action or workaround may be needed.
- Ensure oversight supports timely interventions when required.
Risk-Based & Intelligence-Led Approach
- Embed a proactive, intelligence-led oversight framework within the team.
- Align resources to highest-risk, high-impact areas, reducing strain on well-performing regulators.
- Refine regulatory frameworks, including the Regulatory Performance Assessment review (planned for 2027/28) to ensure they remain effective.

Stakeholder Engagement
- Build and maintain strong relationships with frontline regulators and key partners such as the:
- Office for Legal Complaints
- Solicitors Disciplinary Tribunal
- Provide constructive challenge and operational guidance to drive improvements.
- Represent the LSB in external forums effectively.
People Leadership & Team Development
- Lead and motivate a high-performing team, ensuring clarity of objectives, accountability, and performance support.
- Drive best-practice methodologies in:
- Regulatory analysis
- Assurance processes
- Oversight principles
- Foster an inclusive, collaborative culture aligned with LSB values.
- Support workforce planning and capacity management within the Directorate.
Corporate Contribution
- Contribute to directorate planning, risk management, and reporting.
- Provide assurance to the Board on the effectiveness of regulatory oversight.
- Lead or co-deliver cross-organisational projects and continuous improvement initiatives.
Person Specification
Essential Experience & Qualities
- Experience in regulatory oversight, supervision, or equivalent positions.
- Experience managing or delivering regulatory reviews, investigations, or performance assessments.
- Strong analytical and problem-solving skills, with expertise in translating complex data into clear insights and recommendations.
- experience enforcement action based on evidence and proportionality to improve consumer protections.
- Experience managing teams to ensure high-quality, consistent outputs.
- Stakeholder management skills, with the ability to engage, challenge, and influence external organisations.
- Excellent oral, written, and presentation skills.

Desirable Experience & Qualities
- Understanding of statutory regulatory frameworks and processes.
- Familiarity with consumer challenges in legal services.
Reports To
Director, Regulatory Oversight
Line Management Responsibility
Manages eight managers (Regulatory Oversight Managers and Regulatory Reviews Managers).
Salary Range
£79,000 – £85,000 per annum (including 10% flexible benefits allowance).
Flexible Working Policy
Applicants are encouraged to apply for full-time (35 hours) or flexible roles.

Job Location
