Head, Policy Development & Delivery
About the Role
As a member of the Senior Leadership Group, this role shapes the overall leadership and culture of the organisation. You will lead the Legal Services Board’s (LSB) policy work, aligning with our three-year strategy and annual business plans while accounting to the Board for progress.
Key Responsibilities
- In collaboration with front-line regulators, oversee the design, implementation, and prioritisation of legal services regulation policy, ensuring consumer needs and market innovation are central.
- Develop a collaborative approach to policy development, leveraging the LSB’s convening role to shape public debate and foster solutions benefiting consumers.
- Ensure robust governance, management and delivery processes for the LSB’s objectives and outcomes.
- Line management of approximately 4 policy professionals and the Programme Manager.
- Work closely with the Strategy, Policy and Engagement Directorate’s Senior Management Team to lead the Directorate effectively.
- Represent the LSB at Board meetings and engage with external stakeholders.

Essential Skills & Experience
- Senior leadership experience in regulatory or consumer-focused policies, with a deep understanding of the end-to-end policy-making process.
- Proven ability to collaborate across organisational boundaries, engaging diverse stakeholders for shared outcomes.
- Strong leadership and people management skills, fostering inclusive team cultures.
- Experience in consumer/competition policy to improve market effectiveness for consumers.
- Expertise in stakeholder management, including influencing senior decision-making.
- Demonstrable commitment to equality, diversity and inclusion (EDI) in the workplace and regulation.
- Excellent oral/written communication and presentation skills.
Desirable Experience
- Knowledge of challenges in legal services consumption.
- Awareness of AI’s impact on markets and consumer outcomes.

Additional Details
Reporting Relationship
Reports to: Director, Strategy, Policy & Engagement
Salary
£79,000–£85,000 per annum (excluding £10% flexible benefits allowance).
Working Arrangements
Flexible full-time (35 hrs/week) or part-time/hybrid work welcomed.
