Health and Safety Engagement Specialist – HS2 Construction Partner

Location: Fort Dunlop, Birmingham (central regional hub for IPT Area North)

HS2, Britain’s high-speed railway, is at peak construction. Balfour Beatty VINCI—HS2’s Midlands construction partner—is delivering 90km of critical railway infrastructure from Long Itchington (Warwickshire) to Handsacre (Staffordshire), including bridges, tunnels, and viaducts. Join a global team of nearly 9,000 colleagues across 80 nationalities, working collaboratively to deliver this transformative project. Whether on-site or office-based, every role plays a vital part in shaping Britain’s future transport network.

We’re now looking for a Health and Safety Engagement Specialist to ensure proactive safety culture, engage with stakeholders, and drive continuous improvement.


Key Responsibilities

  • Promote and reinforce safety culture

    • Encourage observation reporting and proactive safety interventions to safeguard workforce and public safety.
  • Engagement & Stakeholder Management

    • Work closely with the H&S Engagement Manager to gather feedback from:
      • Supply chain partners
      • Labour Desk teams
      • HS2 Client on BBV’s safety performance and initiatives.
  • Gather & analyse data for improvement

    • Support delivery and analysis of climate surveys to pinpoint opportunities for safety engagement enhancements.
  • Training & Behavioural Safeguarding

    • Contribute to behavioural safety programmes, engagement initiatives, and Safety Segments within the Project Induction process.

  • Policy & Compliance Review
    • Audit Risk Assessments, Method Statements, policies, and procedures to ensure:
      • Clarity
      • Consistency
      • Alignment with BBV standards

Essential Requirements

  • Experience & Certification

    • Minimum 3 years’ recent experience in health and safety, behavioural safety, or engagement-focused roles.
    • Hold a NEBOSH General Certificate or NEBOSH Construction Certificate (or equivalent professional qualification in HS&E).
  • Soft Skills & Professionalism

    • Proactive, polished personality with strong interpersonal skills.
    • Commitment to excellence and measurable outcomes.
    • Exceptional communicator—able to deliver presentations, craft clear written reports, and engage diverse teams.
  • Technical & Analytical Proficiency

    • Proficiency in:
      • MS Word, Excel, PowerPoint
      • Data tools (Power BI or similar) for collection, interpretation, and reporting of health and safety metrics.
    • Familiarity with data-driven decision-making (trends, performance indicators).
  • Personality Adaptability

    • Highly independent with initiative, but equally assiduous as a team player.
    • Collaborates effectively and drives continuous improvement in safety protocols.

Applicants must demonstrate their entitlement to work in the UK. Commencing pay range starts from £47,800–£52,800. Salary available after eligible benefits including employer pension contributions.
