Health and Social Care Development Officer
Salary: £28,597–£35,532 per annum, pro rata, depending on experience
Hours: 25 hours per week
Location: Glasgow – Hybrid working
Contract: Fixed-term until June 2027

Overview
Our client is an independent charitable organisation working to improve health and social care across Scotland. The organisation promotes human rights, lived-experience leadership, inclusive services and stronger collaboration between the public and third sectors.
They are seeking a Health and Social Care Development Officer to support a programme focused on creating meaningful, long-term and sustainable change in health and social care, particularly in relation to service integration.
This role will help strengthen the ability of stakeholders to participate in programme activity, with a particular emphasis on third-sector organisations and people with lived experience.
You will contribute to research, engagement, policy influence, communications, events and the development of practical resources. This is an opportunity to help shape better approaches to health and social care while working with senior leaders, programme teams, rights holders and partner organisations.
Responsibilities
- Provide day-to-day support for health and social care programme activity, workplans and related projects.
- Liaise with senior leaders, directors, programme managers and colleagues across development and integration teams.
- Build and maintain effective relationships with stakeholders, partner organisations, rights holders and third-sector representatives.
- Gather evidence and identify examples of good practice that demonstrate effective and person-centred approaches to health and social care.
- Develop and distribute case studies, opinion pieces and other communications content.
- Contribute to findings and recommendations relating to long-term, meaningful and sustainable service improvement.
- Identify opportunities to influence policy, decision-makers and wider health and social care practice.
- Support the production of digital content, including podcasts and videos, to share learning and promote effective integration.
- Conduct research and engagement with people with lived experience and third-sector organisations.
- Help develop training and resources relating to human rights, including the right to health.
- Design and support engagement activities such as surveys, focus groups, workshops and facilitated discussion sessions.
- Promote awareness of rights-based approaches to health and social care decision-making.
- Support partnerships and networks focused on health, human rights and service improvement.
- Coordinate, contribute to and lead programme events.
- Produce high-quality briefings, reports, articles, consultation responses and presentations.
- Support programme communications, including website updates and social media content.
- Represent the programme at relevant meetings, conferences and stakeholder events.
- Contribute to monitoring, evaluation and quarterly reporting.
- Comply with organisational policies, procedures and confidentiality requirements.
- Undertake other reasonable duties required to support programme delivery.

Requirements

The successful candidate is likely to have:
- Experience supporting development, engagement, research or policy-related programmes.
- Knowledge of health and social care, public services, human rights, service integration or the third sector.
- An understanding of the importance of lived experience in policy, service design and improvement.
- Strong relationship-building and stakeholder engagement skills.
- Experience facilitating workshops, focus groups, meetings or other engagement activities.
- The ability to gather, analyse and communicate evidence clearly.
- Strong written communication skills, with the ability to produce reports, briefings, articles, consultation responses or presentations.
- Confidence contributing to digital communications, websites, social media, podcasts or video content.
- Effective organisational and project coordination skills.
- The ability to work independently while contributing positively to a collaborative team.
- A commitment to equality, inclusion, accessibility and rights-based working.
- The flexibility to attend relevant meetings and events.

- 210 hours of annual leave, pro rata, equivalent to 30 days for a full-time employee.
- 91 hours of flexible public holiday leave, pro rata, equivalent to 13 days.
