# About the Role
Cumberland Council is recruiting two Health & Wellbeing Officers to support individuals aged 16 years and over across Cumberland in quitting smoking, with a focus on disadvantaged communities and respiratory health pathways.
Identity: Job Title: Health & Wellbeing Officer Salary: £32,061 to £32,597 per annum Hours: 37 hours per week Location: Based in Carlisle and Workington Contract: Fixed-Term (18 months)
This role aligns with the council’s ambition to become smoke-free by 2030. You’ll adopt a coaching approach, fostering trusting relationships with individuals facing multiple challenges, including mental health issues, homelessness, or substance misuse.
Key Responsibilities
You will:
- Facilitate one-on-one and group behaviour-change interventions focused on quitting smoking.
- Provide nicotine replacement therapy (NRT) aids and tailored support.
- Lead a 12-week programme for those seeking to quit.
- Work with the most disadvantaged 20% of communities, supporting respiratory health pathways, including:
- Those in respiratory health programmes (e.g., lung health checks, enhanced health checks).
- Participants in Waiting Well and targeted health check initiatives.

Requirements
Essential Criteria
To succeed, you must demonstrate experience or willingness to:
- Coach individuals on factors influencing health decisions—primarily smoking cessation.
- Challenge and address inequities, helping communities overcome and sustain change.
- Build independence and resilience in those facing future crises.
- Link individuals, encouraging self-led support groups within local networks.
- Engage with difficult or minoritized groups (e.g., those with substance misuse, mental health barriers).
Skills & Attributes
- Passionate about public health, particularly smoking cessation.
- Comfortable with non-directive, coaching-based support.
- Strong empathy, thoughtfulness, and ability to build authentic relationships.
- Flexibility to adapt to challenging life situations.
- Proven ability to work in collaborative teams with diverse community stakeholders.
