Health & Safety Advisor – United Utilities Framework

About the Role

Part of the VolkerWessels UK Group, VolkerStevin is a leading civil engineering business offering innovative, integrated solutions across sectors including maritime, flood risk management, defence, energy, water, and regeneration. This role spans across Preston to the North Lake District, working on diverse Water Framework projects.

As a passionate and driven Health & Safety Advisor, you’ll shape site safety, champion best practice, and support the HSEQ Manager—ensuring compliance with legislation, client requirements, and the VolkerStevin Way. You’ll contribute to continuous improvement, drive behaviour change, and build positive working relationships.

Key Responsibilities

Assurance & Compliance

  • Conduct full audits and inspections for VolkerStevin’s management system, including subcontractor & supplier reviews.
  • Visit allocated projects at least twice monthly (support visit + monthly HSE inspection via HSE App).
  • Lead and participate in:
    • Monthly HSEQ site meetings
    • Pre-let and pre-start meetings as required by the HSEQ Manager
    • External audit support
  • Ensure thorough investigations and root-cause analysis on site safety issues with support for resolution.

Site Support

  • Engage actively as part of site teams, providing guidance and practical support to staff on best practices, initiatives, and continuous improvement projects.

Client Relations

  • Serve as a client liaison point; work closely with United Utilities’ HSEQ team & Executive leadership.
  • Assist the HSEQ Manager in strengthening relationships and aligning HSEQ standards to client expectations.
  • Represent VolkerStevin at relevant sector-specific initiatives and meetings.

Behaviour Change

  • Promote the VolkerStevin Way and Ripple behavioural programmes.
  • Deliver or co-host Ripple Implementation sessions for project teams.
  • Provide training, guidance, and support to staff via meetings and communications.

Accident & Incident Management

  • Lead accident and incident investigations per company policies and client requirements.
  • Maintain and monitor EcoOnline system compliance to ensure timely reporting and action closure.
  • Update incident reports and ECO Online as needed.

Communication

  • Support HSEQ communications and distribute updates, alerts, and best practices across the portfolio.
  • Relay site-specific safety notices from HSEQ staff to ensure full awareness.

Requirements & Qualifications

Essential Criteria

  • Proven health and safety experience in civil engineering/construction.
  • NEBOSH Level 3 Certificate in Construction Safety and Health (or equivalent minimum standard, e.g., Tech. IOSH).
  • Valid CSCS card holder.
  • Strong understanding of BS OHSAS 45001 and broader UK Health & Safety legislation, including AScoPs.
  • Excellent interpersonal and communication skills for collaborative learning/training at all levels.
  • Self-assured in building internal and external partnerships.
