The Role
With accountability for delivering in an FMCG facility, the HSE Manager is both an ambassador of change and a subject matter expert who the Plant Manager and leadership team will look to, for best practice and legislative advice. They will conduct daily Health, Safety and Environmental (HS&E) operations to meet the needs of the sites and contribute towards the effective application of HS&E management by providing appropriate and timely technical support.
They will be responsible for ensuring that Banbury and Corby are adhering to the health, safety and environmental policies that we have in place and that all required checks, testing and maintenance is carried out, on time, by the relevant people on site.
Key Responsibilities
Facility specific HS&E responsibilities:▪ Pressure systems (PSSR)
Establish and maintain a regular HS&E presence on the manufacturing floor to provide direct access to support. Evaluate and monitor Personal Protective Equipment (PPE) to ensure its proper use, maintenance, testing and storage. Ensure the Occupational Health provision is in place for site employees. Identify and develop practical and effective safe working practices with on-site teams. Ensure contractors and the associated HS&E management processes (including contractor supplied RAMS) are relevant, maintained and being adhered to. Adopts a collaborative working partnership with the Engineering team to ensure the site is compliant according to technical safety regulations regarding:

Assist in emergency response and provide first aid treatment as trained. Maintain positive and proactive relations with managers and employees, as well as customers and regulatory agencies. Ensure suitability of the fall protection program; manage routine inspect programs on all fall protection equipment and the maintenance of inspection records.
Person Specification
Assist in compliance reviews; ensuring that management generate, review and issue risk and other safety assessments that underpin the integrity of HS&E policy. Implement and manage HS&E programs, policies and procedures, identifying areas of non-compliance and opportunities for improvement. Perform facility HS&E inspections and audits to ensure both legal and corporate compliance.
Administration
Manage the integrity and maintain the validity of relevant HS&E documentation and information. Prepare applicable HS&E reports as necessary. Implement and disseminate clear and transparent action plans to all relevant stakeholders when rectifying any failings identified.
Health, Safety and Environment Committee and H&S Law
Schedule and conduct regular HS&E meetings as determined necessary and use this to develop and encourage opportunities for employee involvement with HS&E management. Work with staff to encourage and promote safe working practices and an open reporting culture. Ensure you remain up to date with new legislation and provide evidenced CPD: You are expected to uphold a working knowledge of all legislation and any developments that affect the industry. Ensure operational managers are aware of their legal responsibilities. Responsible for the site safety strategy including regular alignment of relevant HS&E principles through stakeholder engagement. Contributes to the wider site vision/mission with industry knowledge and expertise.

Training
Promote safe working practice and educate employees on the importance and relevance of HS&E management. Ensure relevant site managers are able to carry out risk assessments that are fit for purpose for their areas of work. Support operational managers by ensuring employee competencies are maintained. Assist in the development and presentation of relevant HS&E training. Facilitate and conduct monthly training, including Tool Box talks. Oversee behaviour based / observational safety programs when appropriate.
Other
Perform other work related tasks as assigned by the Group Health, Safety and Environmental Manager, Plant Manager, or delegated individual. Identify areas for personal professional development. Comply with all NWF Company and HS&E procedures and policies. Perform additional duties as commensurate with role.
Experience & Knowledge
Extensive experience in a similar role within an FMCG food manufacturing business IOSH Membership (TechSP minimum) working towards GradIOSH/CMIOSH with evidenced CPD. Minimum of 2 years experience in a Health, Safety & Environment position within an FMCG facility. NEBOSH (general certificate or equivalent minimum)
Other Information
Core hours are 37.5 hours per week, between 08.00-18.00, Monday to Friday, but by the nature of the role, flexibility is required and will include travelling to other sites, working weekends and bank holidays as necessary.
