About the Role
As a Health, Safety & Wellbeing Officer, you will play a crucial role in shaping a positive health, safety, and wellbeing culture across Leeds City Council’s Children and Families Directorate.
This is an exciting opportunity within a progressive organisation that prioritises compliance, culture, and well-being, supporting a diverse range of teams to improve workplace safety, reduce risks, and enhance overall well-being.
Key focus areas: ✔ Embedding and leading health, safety, and well-being initiatives ✔ Providing ambitious professional HSW advice to operational teams and managers ✔ Supporting risk management, compliance, and legislative adherence ✔ Facilitating training, awareness, and proactive wellbeing strategies
The role works collaboratively within a network of HSW Officers, ensuring best practice is shared and studied across Leeds City Council’s Learning & Schools functions, with additional support from a Corporate HSW Business Partner.
Role Responsibilities
Core Duties
- Provide daily health, safety & wellbeing advice to managers and teams across multiple service areas.
- Assess and mitigate operational risks, ensuring adherence to legislation, led policies, and standards.
- Lead incident investigations, producing comprehensive reports and driving corrective action.
- Conduct regulatory monitoring—including compliance inspections, audits, and risk assessments.
- Collaborate with training teams to develop safeguarding and accident-prevention programmes.
- Support the wellbeing strategy for Leeds City Council, including staff engagement, surveys, and networks.
- Develop Robust Risk Assessments, Method Statements, and Safe Systems of Work.
- Coordinate data-driven analytic reports for performance tracking.
- Work with Trades Union representatives, HR, and enforcement agencies (HSE, Fire Service).
- Progress health, safety & wellbeing-focused projects NSW-wide.

Leadership & Accountability
- Drive best-practice operational safety while ensuring cost-effectiveness and quality.
- Liaise with external agencies (e.g., DEFRA, HSE, contractors) and internal stakeholders as necessary.
- Support council-wide health and total well-being policies.
- Represent Leeds City Council in relevant safety committees and forums.

Requirements
Essential Qualifications & Skills
- Hold a NEBOSH General Certificate or an equivalent health and safety qualification.
- Valid full UK driving licence (required for job duties).
- Proficient in Microsoft 365 (M365) applications & in-house systems.
- Up-to-date knowledge of H&S legislation, operational best practice, and workplace auditing.
- Thorough understanding of equality, diversity, and discrimination policies.
- Experience in five aspects:
- Performing well-being analysis, risk assessments, and method statements.
- Liaising with unions, contractors, government bodies, RoSPA, and other partners.
- Working with staff training and problem-solving approaches.
- Managing conflicting deadlines, organizational demands, and leadership negotiation.
- Demonstrating flexibility, initiative, and emotional intelligence in diverse workforce environments.
